A Local Authority in the East of England is seeking an experienced Fire Safety Manager to lead fire safety compliance across its retained housing stock of approximately 7,800 homes and 15 sheltered schemes. With major fire safety improvement programmes now underway, this is a pivotal role ensuring all Housing Revenue Account (HRA) assets meet the highest standards of safety, statutory compliance, and regulatory performance.

The postholder will support the delivery of newly adopted fire safety strategies, provide specialist fire engineering advice, and oversee key compliance activities including inspections, testing, audit, and maintenance. They will also manage and develop a Fire Safety Surveyor.

Key Duties


• Ensure full compliance with applicable fire safety legislation, guidance, and regulatory standards across the authority’s housing stock


• Lead the Council’s fire safety programme including testing, inspections, FRAs, and maintenance regimes


• Provide specialist fire engineering advice to support major fire safety improvement works delivered by external contractors


• Oversee and quality-check FRA activity, fire strategy documentation, and compliance records


• Ensure all HRA assets are managed in accordance with the authority’s fire safety strategies and statutory requirements


• Manage and mentor a Fire Safety Surveyor, ensuring consistent technical standards and professional development


• Maintain accurate compliance records and reporting for internal and external audit purposes


• Work collaboratively with internal teams, operational teams, and contractors to deliver safe, compliant outcomes


• Contribute to service improvement initiatives and promote a “right first time” culture


• Support the wider Maintenance and Contracts function in delivering asset management and property safety work

Requirements


IFE Level 3 or Level 4 (or equivalent) – essential


• Proven experience in fire safety management, fire compliance or a senior fire safety role, ideally within housing, property services or local authority environments


• Strong knowledge of fire safety legislation, standards, and best practice (e.g. Fire Safety Act, RRO, Building Safety Act)


• Experience overseeing or delivering FRAs, fire audits, or fire safety improvement programmes


• Ability to interpret fire strategies, technical drawings, and contractor documentation


• Experience advising on fire engineering solutions or fire safety remedial works


• Strong leadership skills, with experience supporting or developing technical staff


• Excellent communication and stakeholder engagement skills


• Ability to prioritise risk, manage workloads, and work independently
