CACI is pursuing the prime contract for a large-scale integration and development transformation program that will offer significant growth opportunity for candidates. The Navy is successfully recruiting, training, and managing its Sailors in today’s demanding operational environment. However, the MPT&E enterprise’s organization, processes, and infrastructure are complex, outdated, and inefficient. Over the next several years, the MPT&E enterprise will transform how Human Resources (HR) services are offered through a holistic, end-to-end effort that will directly impact the entire Navy “Hire-to-Retire” (H2R) lifecycle. Toward this end, MPT&E will employ services to integrate disparate platforms used for MPT&E mission functions, existing or evolving systems, infrastructure, mission capabilities, data analytics, and programs to build an interoperable and scalable network of capabilities in support of the Sailors’ MPT&E needs. Operations Manager will be a part of the Development and Integration Scrum teams. Will be responsible for all operations activities/tasks within the MPT&E team. Delivers solutions per sprint priorities as per the ongoing business case analysis and decision analytics. This position will maintain allocated, functional, and physical baseline control as well as have the ability to perform audit support. This position requires active participation in the review of engineering change requests to assess impact upon configuration baseline and logistics support elements. The CM Specialist will maintain configuration control records and technical documents. The candidate should have strong analytical, problem solving, and communication skills with a keen attention to detail. As part of a multi-disciplined development team, the candidate should take the initiative to attack new challenges and learn new skills independently. Responsibilities:Implement, manage, and guide use of a Development Security Operations (DevSecOps) approach to manage multiple pilots integrating into production releases quickly.Responsible for the planning, system preparation (e.g., refactoring), software migration, data exchange, and security to ensure the software and data are operational and secure in the cloud environment.Perform an Analysis of Alternatives (AoA) – In the event gaps are identified within the Pilot solution, an analytical comparison of the operational effectiveness, suitability, risk, and lifecycle cost (or total ownership cost, if applicable) of the alternatives available to satisfy validated capability/mission needs is conducted. The AoA includes recommendation as to the most viable alternative given the goals, objectives, and constraints defined by the Navy for product selectionResponsible for the outcomes of Operations, Quality Assurance Surveillance Plan (QASP)Operations Level Agreements (OLAs): responsible for OLAs, assisting pilot vendors in engaging, uploading, developing, promoting, and releasing capability.Responsible to ensure software corrections, patches, and upgrades are tested prior to deployment to the operational environment.Responsible for all Operational SLAs. Perform internal audits and produce reports for any exceptions, status and refine the metrics to beat the estimates.Work with Program senior leadership and peer teams to help define service oriented operational strategies that ensure high performance service deliveryProvide IT operations management support, including oversight of cloud infrastructureProvide IT Service Management support, including planning; process and practice definition; process and practice implementation; and performance monitoring, management and tracking necessary to ensure fulfillment of mutually agreed AQLsResponsible in managing personnel responsible for the operation and maintenance of the MPT&E production baseline, including personnel providing Tier 0, 2, 3 and 4 help desk supportServes as an Agile scrum team member providing guidance to ensure the releases are operational ready when they are turned over the operations team.Acts as a member of a product team supporting teammates and collaborating with a do what it takes attitude to ensure product and team success.Active participation in release and sprint planning, artifact creation, sprint testing, regression testing, demonstrations and retrospectives and solution releases.Supporting release planning with software engineering guidelines.Analyzing project-related problems and creating innovative solutions involving, scheduling, technology, methodology, tools and solution components.Required Skills:10 years relevant experienceBachelor’s Degree from an Accredited University and ten years of relevant experience, or 14 years of relevant experience.Industry knowledge and experience, including current industry trends and challengesUnderstanding of software development lifecycle and methodologies, Agile in particularDesired Skills:Understanding of Navy Manpower, Personnel, Training and Education business processes and application systems.Experience working on unusually complicated problems and providing solutions that are highly creative and ingenious, exhibiting ingenuity, creativity, and resourcefulness.Domain expertise in Human Capital Management SystemsKnowledge of Capability Maturity Model Integration (CMMI)Domain expertise in Human Capital Management Systems.Technical Certifications, such as MCSD; MCPD; CSM; CSD; OCJD; SCJD; SAFeJob LocationUS-Arlington-VA-MEMPHIS CACI employs a diverse range of talent to create an environment that fuels innovation and fosters continuous improvement and success.
