Head of Service Assets

To lead on the design, development and delivery of the Clients services for which the post-holder is responsible in accordance with all the relevant statutory frameworks, Client plans, policies and priorities and the overall outcomes and objectives of the Client.

To lead a service to deliver the functions in order that they achieve the relevant outcomes, leading on the management of change, facilitating innovation and continuous improvement within council governance.

To develop alternative service delivery model options on how services could be commissioned and delivered, aligning with key corporate outcomes and objectives. To ensure that services delivered by the department are based upon proper assessment of the needs and wishes of service users in line with the objectives of the Client.

To provide strategic advice to the Chief Officer, Strategic Leadership Team, the Client, Elected Members, officers, partners and communities. To act as a corporate adviser in all matters relating to the Design, catering, FM, Strategic Assets , digital inclusion of Housing Services and Housing onwards technology. This will support our intention to embrace modern and digital ways of working.

To Lead and take control of performance and finance for the Department. To lead and be responsible for the carbon agenda in terms of stock, services and practice where applicable. To contribute to the wider carbon team and its strategic priorities.

To lead on your service area on performance, innovation, design of services and innovative thinking. To foster and develop a culture of finding solutions and putting the customer first and to lead from the front on a staff culture of delivering on proactive, performance driven objectives whilst maintaining a mutually supportive and coaching and mentoring framework in which staff can thrive and reach their potential.

As a member of the Department Management Team (DMT) to plan, develop and build a co-ordinated, efficient and robust range of service functions across the department and the Client as a whole and to contribute to the strategic leadership of the department in line with the relevant outcomes and objectives.

To work collaboratively with other senior managers across the Client and with partner organisations to deliver effective and efficient services and to undertake other corporate responsibilities (e.g. collaboration with relevant partners, risk management, H&S, fraud reduction and emergency planning/ management)

To manage and champion delivery of the services and Client objectives both within and outside the organisation proactively seeking and enabling innovation and continuous improvement in the delivery of services outcomes. To work with groups and individuals within the communities which make up Wrexham to build their capacity and expertise in order for them to run services for themselves or to be actively involved in shaping and running those delivered by the Client and its partners.

Person Specification

Qualifications

  • Degree / post graduate in a relevant field
  • Chartered or specific area of qualification
  • Membership of Professional Institution
  • Management qualification or equivalent experience

  • Evidence of continuous professional development

Specialist Knowledge

  • Experience of effectively managing change and of promoting innovation
  • Understanding of leadership and employee management principles and practice
  • Understanding of financial management
