Financial Transformation Consultant - NHS (CIP / ICB Recovery)

SR2 is supporting a major healthcare transformation programme seeking Financial Transformation Consultants to support Integrated Care Boards (ICBs) and NHS provider organisations in delivering Cost Improvement Programmes (CIPs) and financial recovery initiatives.

These roles will focus on identifying and delivering sustainable cost improvements across healthcare systems while maintaining service quality and patient outcomes.

Consultants will work alongside clinical, operational, and finance leaders to design and implement cost reduction initiatives, improve financial governance, and support system-wide transformation programmes.

Key Responsibilities

  • Support the design and delivery of Cost Improvement Programmes (CIPs) across ICBs and NHS providers.
  • Analyse financial and operational data to identify cost drivers and efficiency opportunities.
  • Develop financial baselines, savings pipelines, and initiative prioritisation frameworks.
  • Implement cost containment initiatives including workforce optimisation, discretionary spend control, and agency reduction.
  • Support corporate function transformation across finance, HR, procurement and estates.
  • Deliver financial modelling, scenario analysis and impact assessments to support decision making.
  • Establish governance, reporting and benefits tracking mechanisms to ensure savings are realised.
  • Facilitate workshops with clinical, operational and finance stakeholders to identify improvement opportunities.

Key Experience

  • Experience delivering financial improvement or cost reduction programmes within healthcare or large public sector organisations.
  • Exposure to NHS financial frameworks, ICB environments, or provider organisations is advantageous.
  • Strong analytical capability including financial modelling and data analysis.
  • Experience working with senior finance stakeholders and programme leadership teams.
  • Background in management consulting or transformation programmes preferred.
