OVERVIEW: The Greater Lebanon Refuse Authority (GLRA) is a Municipal Solid Waste Facility in Lebanon County, Pennsylvania, with over 50 years of experience and history in accomplishing our mission of responsibly managing the municipal waste from the county in an environmentally conscious manner. This position will be responsible for Field, Office, and Facility Engineering preparing bid documents, preparing environmental compliance documents, monitoring gas collection and water testing data, and preparing both operational and construction scheduling. Work will vary to include both short and long term engineering projects, as well as facility, field, office and operational duties typical of landfill operations. This position has the potential to see projects designed, constructed, and utilized providing an opportunity for design improvements in future projects. QUALIFICATIONS : B.S. degree in Civil, Mechanical, Agricultural, Mining, Forest Engineering or a related engineering field. Successful completion of the Fundamentals of Engineering Exam. Intermediate knowledge of computers, networks, and network administration Fluency in Word, Excel, AutoCAD and PowerPoint Knowledge of relational databases, GPS/GIS systems, and an ability to quickly grasp and utilize software packages unique to the position is sought. Practical experience within the field of engineering is desired. A background in one or more of the following areas is essential; Surveying & GPS Systems Groundwater Hydrology Groundwater Chemistry Mechanical Systems Scheduling Estimating Mapping Statistical Analysis Stormwater Management Project Management Must work well with others, including youth, understand environmental concerns for existing unlined municipal waste landfill sites, be available two to four evenings per month on a compensatory time basis, and project an image that is courteous and professional. Persons hired for this position will be required to pass a physical examination to include lower back strength, general physical condition, and substance abuse testing by GLRA's appointed physician All persons considered for this position will be required to have a valid PA Driver's License for GLRA owned and operated equipment and a safe driving record for the past three years. RESPONSIBILITIES : Engineering assistance for the planning, operation, and maintenance of all aspects of municipal waste disposal at a county level Municipal Solid Waste Facility Assist in managing and implementing the Lebanon County Solid Waste Disposal Plan. Field engineering tasks, office engineering tasks, facility engineering tasks and office administrative tasks to include trouble shooting of pump/pipe systems, control systems, and basic computer/network issues. Prepares reports on assigned activity for approval by the Senior Staff Engineer, GLRA. Assists in the preparation of bid documents, operating schedules, construction schedules, evaluation of waste disposal effectiveness, monitoring of surface and ground water, and engineering evaluations. Assists in assuring engineering compliance with legislative, regulatory, and construction requirements. Provides Public Education through support of the Recycling Coordinator and Executive Director with presentations at Instructor's In Service Days, school assemblies, service group meetings, business functions, and special interest group meetings as assigned. REPORTS TO: Senior Staff Engineer, Greater Lebanon Refuse Authority SAFETY: GLRA provides safety equipment, however safety ultimately rests with individuals. GLRA will not tolerate employees who do not exercise safe work practices.
