Job Description: Site Manager

Main purpose and scope of job

The Site Manager is responsible for; the health and safety of all staff, contractors to site and visitors to site, the minimisation of impact to the environment whilst operating the site, delivering customer expectations in terms of service and product quality, and operating the site in an efficient and effective manner in line with the annual budget.

To develop, manage and control the site's operations to achieve agreed revenue and profit targets, through efficient operating practices and excellent customer service.

To manage and organize the efficient and safe handling of waste material, the adoption of best practice principles and the control of operational costs within/below budget.

Duties and key responsibilities - Health and safety

Responsible for his/her personal safety, including others who may be affected by the maintenance department activities. In particular:

Understand and implement the company SHEQ Policy.

Appreciate the responsibilities of personnel under their authority and ensure that each employee knows his/her responsibility and are equipped to play their part.

Conduct Risk Assessments on activities within their site(s) ensuring that the methods and systems of work are safe. Also that the necessary procedures, rules and regulations designed to achieve this are applied.

Provide written instructions of work methods outlining potential hazards and precautions, and ensure they are complied with.

Ensure accident/incident and near-miss reporting procedures are understood and complied with, and assist with accident investigations where appropriate.

Ensure all employees and sub-contractors are suitably trained/competent to carry out the prescribed task and that the necessary licenses/certificates of competence are in force and appropriate.

Ensure the Statutory Notices, the Integrated Management Systems Policy, Insurance Certificate and the names of Appointed First Aiders are displayed and maintained in prominent locations.

Ensure that, where obligated, the Environment Permit is adhered to.

Ensure that all new employees in the company are provided with a copy of the policy statement, receive such induction training as may be laid down in procedures, are issued with personal protective equipment as required and their personal responsl

Reprimand any employee for failing to discharge their health and safety and environmental responsibilities.

Ensure contractual obligations for service and product quality are met.

Understand potential future service and / or product requirements of the customer

Duties and key responsibilities - Operational

To implement the Group's Health and Safety Policy, SHE Manual and statutory regulations on Site.

Monitor and control the waste operations to ensure the achievement of budgeted revenue, operating profit and cash targets.

To manage and control all capital and provisions expenditure on the site in order to deliver the required EBITDAP less capital and provisions site performance.

To carry out regular inspections of the security of the Sites and take remedial action where necessary. Insure installation checklists are completed.

To be fully aware of planning consents and waste disposal permits relating to the Site and ensure they are not breached.

To ensure that the Site is operated in compliance with all relevant Company and statutory environmental requirements, e.g. site permit, discharge consents, duty of care for disposal of waste, etc.

To maintain day-to-day contact with the Environment Agency + undertake regular liaison meetings on matters such as site permits, waste types and compliance issues.

To ensure that operational activities and maintenance are carried out within budgeted levels of expenditure whilst achieving minimum downtime of plant vehicles.

To control the repair and maintenance procedures of equipment on-site including the sourcing of spares, maintenance programming and expenditure consistent with cost effective and efficient operations.

To carry out operational cost reporting.

To participate in the preparation of forecasts and budgets.

To ensure the accuracy of inputted information from the Weighbridge for invoicing purposes.

To ensure that the necessary complement of well-trained and motivated staff is regularly in attendance working safely to achieve the Site's objectives.

To select and retain the necessary complement of site operatives to achieve the Site's KPI's.

To provide training to ensure that the site operatives possess the necessary range of skills to produce the required results.

To ensure that flexible working arrangements are in operation in order to maximise operational efficiency.

To ensure that the site operatives are well and regularly briefed about the Site's objectives.

To ensure that disciplinary matters are dealt with firmly and fairly and that grievances are resolved as close as possible to their point of origin.

To discuss with employees matters affecting efficiency and productivity as and when required.

To recommend any necessary modifications to the Site permit and site management system (SMS).

To protect the reputation of the Company in the community in which it operates by adopting demanding standards of tidiness and care. Communicate the company's philosophy and examples of it in action locally to community representative bodies and actively participate in the quarterly public liaison meetings.

To be aware of customers' needs on Site in achieving best practice vehicle times without damage.

To liaise with customers to ensure their needs are met on site.

Experience

* Educated to at least A level standard; ideally a graduate in business or environmental disciplines.

* Knowledge of Environmental Permitting.

* Relevant CoTC or equivalent desirable.

* Strong reputation for consistent delivery of projects on time and to budget within a demanding environment.

* Successful in managing a similar sized team of professionals whilst also demonstrating an ability to deliver value through influence at a local level.

* Operational and environmental management within a sector where compliance with regulatory controls is an important factor.

* Well developed management skills and a track record of delivering to targets.

* Accustomed to preparing and working to budgets.

* First class communication skills, written and oral. Confident spokesperson, credible as a representative of the company with external contacts, such as Environment Agency, other regulatory bodies and community groups.

* Decisive and comfortable with responsibility, but recognises the value and contribution of regional and central specialists.

* Numerate and IT literate, with the ability to use management information effectively.

* Adept at leading a team, with the drive and enthusiasm to inspire operations personnel to achieve leading-edge standards.

* Embraces change, committed to finding better ways of doing things.

* Intellect, business skills and ambition to progress beyond the initial job in time

Working hours

Tuesday to Friday 7am - 6pm, though the site may on occasion open on a Monday or weekend if requested by the Council.
