We're working with a major London-based institution to recruit an experienced Commercial Manager - Capital Projects to lead the commercial delivery of a significant and evolving estates investment programme.

This is a fantastic opportunity for a commercially minded professional from a construction, property or capital projects background to take ownership of the financial and contractual performance of major projects - from new builds to estate renewals and upgrades.

Working within a high-performing estates and projects function, you'll play a critical role in ensuring projects are delivered on time, within budget and with strong commercial governance, while driving value and managing risk across a diverse portfolio of capital works.

The Role

As Commercial Manager, you'll act as the lead commercial authority across the capital programme, overseeing cost management, procurement, contract administration and financial performance across projects.

Key responsibilities include:

Cost Planning & Commercial Management

• Lead cost planning and commercial oversight across capital projects and programmes
• Develop and manage cost plans across all stages of the RIBA workplan
• Deliver financial forecasting, cost analysis and risk assessments
• Ensure projects achieve value for money and commercial efficiency

Procurement & Supplier Management

• Develop and implement procurement strategies for major capital works
• Lead end-to-end procurement processes, including tendering and supplier evaluation
• Negotiate contracts and oversee supplier performance and commercial outcomes
• Conduct market benchmarking and supplier analysis to drive efficiencies

Contract & Risk Management

• Oversee contract administration across the project lifecycle
• Manage projects under JCT and NEC contract frameworks
• Identify and mitigate commercial and financial risks
• Ensure robust cost control, variations management and supplier accountability

Financial Oversight & Reporting

• Lead budget planning, forecasting and cashflow management for capital programmes
• Provide financial performance reporting and variance analysis
• Work closely with finance teams to support strategic financial planning and compliance
• Oversee reporting on funded projects and grant compliance where applicable

Strategic Commercial Leadership

• Partner with senior stakeholders to shape long-term estate investment plans
• Support masterplanning and feasibility studies for future developments
• Drive improvements in commercial systems, governance and processes

About You

We're looking for a commercially focused professional who can combine strategic thinking with strong project delivery expertise.

You will likely bring:

• A degree in Quantity Surveying, Commercial Management, Finance or similar
• A professional qualification (or working towards) such as RICS, CIOB, ACCA, CIMA or ACA
• Strong experience in commercial management of capital projects within construction, property or estates environments
• Expertise across cost planning, procurement, contract administration and financial reporting
• Strong working knowledge of JCT and NEC contracts
• Experience operating within public sector or regulated procurement frameworks
• Excellent negotiation, analytical and stakeholder management skills
• Strong digital capability across Excel, financial reporting and project systems

Desirable

• Experience leading commercial or quantity surveying teams
• Knowledge of value engineering and benchmarking techniques
• Understanding of sustainable construction and carbon reduction initiatives
