Senior Sourcing Manager - New York, NY (Rent to Hire)

Parterning closely with supply chain department, he/she ensures that all purchases are executed client standards. As the sourcing manager you will be responsible for handling client’s end to end sourcing operations. Appraise and improve client’s sourcing activities by analyzing the company’s spending.
Review all bids for issues and inconsistencies and correct as required. Work with legal department to draft and modify licensing and service contract terms and statements in accordance with client’s policies, customer specifications and legal requirements.
Working with IT and SCM sourcing team to identify and document how purchases are sourced and if the purchasing needs additional sourcing before being purchased. Work with requester to finalize scope of work which will be utilized as part of the technical RFP generated for soliciting best in the class technology.
Assemble various RFP input documents into the final bid document. Prepare, maintain, and review sourcing files, reports and price lists. Develop, assemble and providing sourcing management reports. Review pending purchase requisition each day to resolve issues and address concerns from purchasing support purchase requisition entry process. Support Vendor evaluation/classification process. Coordinate feedback on active vendors. Provide input for vendor evaluations. Maintain the vendor evaluations and ensure the classification of vendor is accurate.
Support the RFI/RFQ/RFP process and source selection. Validate that all the assumptions and requirement are being documented for the most accurate RFP ensuring that all technology and financial needs are being addressed as part of the RFP. Work with IT to ensure all RFP deadlines of client requirements needs meet with quality. Verify the compliance with RFQ/RFP requirements and on-time receipt of vendor communications, coordinate the evaluation criteria and selection. Maintain confidential records of selection committee, evaluation criteria, vendor submittals, reference checks files etc. Coordinate sign off requirements for RFx processes. Work with engineering document requirements, Work with bidders to address questions. Verifying the funding is in place before issuing RFQ or RFP.
Develop, refine and manage KPIs and be the point of contact to establish critical reporting (cycle reporting) and optimize sourcing procedures to attain maximum efficiency.
Analyze and calculate cost of procurement and suggest methods to decrease expenditure. Invent negotiation strategies and secure profitable deals. Automate processes including shared processes with SCM
Manage the vendor management system including quarterly reviews and update for each strategic vendor, on-boarding new vendors, maintaining spend and other demographic data on strategic vendors, and work with mission areas on vendor issues including disputes, other follow-ups that get escalated to vendor management
Estimate risks and apply risk minimizing techniques for PHI protection analysis, risk of missing deadlines, risk of bad requirements on an intake.
Bachelor’s degree with 4 years relevant work experience or equivalent combination. Ability to identify, research, and resolve problems as well as follow through on assignments with minimum direction. Ability to work in a fast-paced environment with demonstrated ability to successfully multi-task projects. Excellent verbal and written communication skills.
To perform the job successfully, an individually should demonstrate the following competencies. Experience preparing Requests for quotes, Request for Proposals and sourcing process.
