Senior Integrated Commissioning Manager

Connect2Luton are excited to recruit a Senior Integrated Commissioning Manager on behalf of Luton Borough Council.

Main purpose of position:

The post holder will be a senior manager within the Population Wellbeing directorate. The post holder will be responsible for leading on the development, management, implementation and monitoring of both specific and cross cutting commissioning intentions and implementation plans. The post holder will be responsible for commissioning complex programmes, overseeing performance management, assuring delivery of effective services that of high-quality outcomes for Luton residents. The post holder will be responsible for creating innovative service pathways and services that meet national and local objectives/outcomes.

The post holder will lead on designated large scale commissioning initiatives and strategies in relation to our older persons services and/or working age services for the Population Wellbeing department to meet key objectives and themes for adult's social care, Luton's Health and Wellbeing Strategy and joint commissioning plans. They will also play a key role in the co-ordination of the overall strategy implementation across public health, health and care, with partners in health and the voluntary and community sector.

The post holder will take a co-production style to their leadership, with stakeholders including service providers, residents, service users, and their carers to ensure that strategy, commissioning, implementation, and delivery of services fully embraces the principles of co-production.

The post holder will deputise for the Service Manager as appropriate in line with the area of responsibility.

Ways of working are described in further detail in the departments' standards operating policies and procedures, with specific roles, responsibilities and objectives in any given year described in annual commissioning intentions and business plan supported with agreed personal development plan which forms part of the employee performance process.

As a Commissioning Manager, you will be responsible to:

·Lead the development, implementation and monitoring of Commissioning activity, including the development and implementation of strategies, and all elements of the commissioning cycle to meet the needs of the local population. Develop new and review strategies to ensure the best outcomes for the people of Luton within policy, financial and legislative frameworks. Recommend and implement action as identified in consultation with the Service Manager for Adults Commissioning. Resolve complex issues using own expertise and initiate any necessary changes in order to deliver results within the agreed timeframes.

·Lead a range of high level assets and needs analyses, resource mapping, service reviews and value for money evaluations to ensure that commissioning is needs led, evidenced based, outcome focused and cost effective. Lead market development with the consideration of the total resources available for commissioning, including community assets and non-council resources and ensure services are delivered within budget.

·Ensure the active engagement and involvement and co-production with diverse communities, service users and stakeholders at every stage of the commissioning cycle. Undertake thorough options appraisal drawing on best practice and available evidence to make recommendations for commissioning of new vehicles or service models or for the decommissioning of activities. Monitor, review and implement changes as necessary to ensure appropriate methods adopted are applicable and relevant to the community being engaged.

·Ensure that commissioning intentions and implementation plans are planned, coordinated, developed and delivered effectively where appropriate, guaranteeing sustainability of all commissioned services. Ensure partner organisations deliver against performance indicators, demonstrate impact, cost effectiveness and promote independence, respect and choice and take remedial action to ensure that standards and targets are met in line procedure and service level agreements/contracts.

·Lead, manage and monitor the implementation of a programme of cross cutting implementation plans and work plans including those arising from specific Commissioning Strategies within the portfolio. Co-design, specify and manage contracts/client relationships - encouraging and enabling contractors/providers to engage in the cooperative borough and wider partnership arrangements and outcomes.

·Develop, motivate, and build teams based on co-operative behaviours, generating commitment and engagement, and where appropriate and relevant proactively getting involved in projects that are outside of immediate work area to join up commissioning system.

·Ensure robust outcome-based performance frameworks are in place to enable appropriate monitoring and review of commissioned activity on outcomes. Create a system to promote a strong voice for residents, carers and communities in evaluating impact and to support commissioning activity.

·Ensure delivery of a portfolio of contracts within available resources. Provide financial scrutiny for delegated budgets including commissioned services, and pooled budgets and ensure governance arrangements operate effectively.

Skills and Experience:

  • Demonstrable experience and understanding of working within the Older people and or working age commissioning
  • Demonstrable experience of leading change in complex organisations or partnerships in the public/voluntary sector
  • Able to analyse and manipulate complex data to produce defined information products in order to inform strategies and plans and self-sufficient in the use of Word, Excel, Power Point, Database Creation and Internet research
  • Ability to influence people and direct change within service delivery and develop positive relationships with a range of partners and stakeholders
  • Ability to plan and deliver a broad range of activities, formulate and adjust strategies and plans
  • Demonstrable knowledge and understanding of key aspects of the Commissioning Cycle
  • Proven ability to develop and evaluate projects and programmes to improve outcomes
  • Demonstrable knowledge & experience of performance management and contract negotiations
  • A relevant degree or equivalent experience
