Job PurposeSupport the Senior Finance Business Partner in preparing annual revenue estimates, monitoring income and expenditure, and assisting with year-end financial accounts. Provide financial support to service leaders, manage aspects of treasury and cashflow activities, and assist in monitoring and managing capital programme budgets.
Key Responsibilities- Assist with the preparation of annual revenue budgets and financial estimates.
- Work with budget holders to review and plan budget requirements.
- Produce timely management information and financial reports for senior management.
- Support quarterly income and expenditure monitoring and reporting.
- Provide financial advice and respond to ad hoc financial queries from service teams.
- Deliver training to managers on financial systems and processes.
- Support preparation of committee financial reports.
- Complete reconciliations between financial systems for designated service areas.
- Contribute to year-end closedown activities and assist in preparing draft final accounts.
- Monitor capital programme income and expenditure and update budgets accordingly.
- Manage earmarked reserves and maintain related financial records.
- Maintain records of leases and ensure correct accounting treatment.
- Complete financial and statistical returns as required.
- Support treasury management activities including cashflow, banking, and money market transactions.
- Maintain reports relating to Section 106 and Community Infrastructure Levy allocations.
Key RequirementsKnowledge & Experience
- Knowledge of accounting principles.
- Experience in budget preparation, monitoring, and year-end accounts.
- Experience producing management and financial reports.
- Strong working knowledge of Excel and Microsoft Office.
- Experience completing financial and statistical returns.
- Experience with financial systems such as Tech One or similar (desirable).
- Knowledge of Business Objects or similar reporting tools (desirable).
- Understanding of treasury management and local authority finance (desirable).
