The social care commissioning service is currently undergoing a period of transformation and several new posts are being implemented as part of this restructure. These senior posts will facilitate a positive improvement on the quality of care and support for the residents of Southend, meeting the ambitions of Southend-on-Sea Council.
Your new role.
Reporting to the director of commissioning, you will be responsible for contract officers, contract support officers, commissioners and commissioning apprentices.
You will be responsible for ensuring effective commercial management of public health, social care contracts and social care grants. You will also develop and implement contract management plans supporting effective commercial contract management, ensure social value from contracts that deliver positive outcomes, effective and consistent reporting of all spend in external contracts under your service.
The key responsibilities in summary will include; delivering a strategy for contract management in Southend, managing existing contracts, accountability for all contract spend, maintaining strategic partnerships with CCG, service users, providers and neighbouring authorities, programme management and lastly team management as part of the senior leadership team.
What you'll need to succeed
You will need to have experience within a contract management post from any background. You must be educated to at least degree level and have management qualifications or qualified by experience. You will need a level of experience in managing budgets and leading a senior team.
It is not essential that you have worked at this level before and applicants will be considering making a step up to this post.

Southend-on-Sea Council are offering a competitive salary of £62,538 per annum as a developmental rate which rises to £69,486 after the first year. For all successful candidates a career development plan is in place to ensure there are opportunities to develop further.
You will be able to work in a flexibly on a hybrid model, being in Southend 5 days per week is not essential.
