Carrington West are assisting their local authority client in the East of England in the search for a Senior Policy Officer (Infrastructure) to join their town planning department team on an initial 6-month contract, then rolling.
 
We are looking for an experienced planner to provide expert professional input to the production, implementation and review of all planning documents and their supporting evidence bases. It will also provide strategic influence in the delivery of projects where provision of infrastructure is required to unlock development. The role will contribute to activities involving the analysis, review and monitoring of planning policy issues and development by collecting and analysing information, conducting research and contributing to policy development.
 
The post holder will play a key role in the development of the Local Plan infrastructure needs, which in turn will support the preparation and implementation of the Infrastructure Delivery Plan as well as the Council's Community Infrastructure Levy project pipeline. The role will also support the Council's engagement in the Nationally Significant Infrastructure regime as necessary, including compiling information and responses; as well as maximizing opportunities arising from such schemes. The role will be both internal and external facing and engage with a range of partners and stakeholders on matters relating to infrastructure and transport.
 
Main Duties:
·To work with the Planning Policy Team, wider planning service, and other colleagues within the Place directorate as appropriate to support the preparation and review of the Local Plan and other planning policy documents; as well as assessment and decisions relating to planning proposals and responses to consultations; and to work on other projects and initiatives as may be required.
·To assist in the preparation and development of evidence bases; datasets and other documents to to support the justification of sound planning policies and decisions including the identification, analysis and evaluation of a wider range of information relating to the social, economic and environmental circumstances of the district.
·Working with the Implementation Team, to support development of a clear spatial understanding of the infrastructure needs, challenges, and opportunities for the district - including horizon scanning to help the Council ensure infrastructure is delivered in a timely fashion and not a barrier to growth.

It would be beneficial to hold a Post-graduate degree in planning, regeneration or a related discipline, and have the eligibility for membership of RTPI.
 
The council are looking for candidates who will be able to hit the ground running and are offering flexible hybrid working arrangements.
