My client is a globally recognised engineering manufacturer, delivering high-quality valve solutions to the tank container industry, with a strong focus on safety, quality, and continuous improvement.

The Role:

The HSE Manager is responsible for leading and continuously improving Health, Safety, and Environmental (HSE) performance across the manufacturing site, including foundry, machining, fabrication, assembly, and office operations. The role ensures full compliance with UK legislation, supports a proactive and engaged safety culture, and maintains audit readiness across all functions. Reporting into the Associate Director of Site and Maintenance, the HSE Manager will work closely with the Maintenance and Facilities Department and closely with the Site Training Manager to ensure all compliance-related training is aligned with current legislation and supports safe systems of work. The role is highly operational, with a customer orientated approach working collaboratively with functional managers, coordinators, departmental trainers, and employees to ensure that risk assessments, control measures and safe working practices are consistently applied and effective.

Responsibilities:

Compliance & Governance

- Ensure compliance with all UK legal, regulatory and Company HSE requirements.

- Maintain up-to-date knowledge of legislation and ensure site alignment.

- Maintain the site legislative register and always ensure audit readiness.

- Ensure compliance with statutory inspections including LEV, LOLER, PSSR and Power Press

Regulations.

HSE Leadership & Culture

- Promote a positive, proactive HSE culture across the site and subsidiaries.

- Lead by example with a visible, hands-on approach to safety.

- Engage employees, coordinators, and managers to drive ownership of HSE standards.

- Take a pragmatic, solution-focused approach to resolving HSE challenges. 

Management Systems & Auditing

- Maintain audit readiness of ISO 45001 management systems.

- Ensure business complies with ISO 14001 management systems.

- Lead internal audits and support external audits and inspections.

- Ensure corrective actions are identified, tracked, and completed.

- Lead robust incident investigations, ensuring root cause analysis and lessons learned are

embedded.

- Lead and support compliance related insurance inspections.

Training & Operational Support

- Work closely with the Training Manager to ensure all compliance-related training is current and

aligned to UK legislation.

- Support onboarding inductions and ensure HSE expectations are clearly communicated.

- Ensure training reflects current risks, safe systems of work, and operational practices.

Risk Management & Operational Engagement

- Ensure all employees operate in line with current risk assessments and safe systems of work.

- Implement and maintain a PDCA (Plan-Do-Check-Act) approach to risk assessments.

- Work with functional coordinators and operational teams to review and improve risk controls.

- Develop and support monthly Planned General Inspections (PGIs) carried out by area

coordinators.

- Review, challenge, and support completion of audit findings and corrective actions.

- Manage and support significant changes including asset introductions and New Product

Introductions (NPI) through effective systematic Management of Change (MOC) procedures.

- Contribute to the site risk register and support capital investment planning. 

PUWER & Safety Equipment

- Lead PUWER compliance activities across the site.

- Conduct audits and inspections with a focus on:

 Machine guarding

 Emergency stop (E-stop) standards

- Work with operations and engineering to resolve compliance gaps.

Maintenance, Facilities & Contractor Management

- Work closely with maintenance and facilities teams to ensure safe systems of work are followed.

- Identify and challenge unsafe practices and support improvements.

- Support safe delivery of contractor work and compliance with site standards:

 Review and approval of RAMS and SSOW

 Use of dynamic risk assessments where required

Environmental Management

- Ensure compliance with environmental legislation, permits, and standards.

- Support environmental management systems and audit readiness.

- Drive improvements in waste reduction, emissions control, and sustainability.

- Promote employee ownership of environmental responsibilities and behaviors. 

Emergency Preparedness & Occupational Health

- Support emergency preparedness activities and response planning.

- Assist with fire safety requirements and risk assessments.

- Support occupational health surveillance programs across the site.

- Assist managers with return-to-work processes and individual risk assessments where required.

- Conducting drug and alcohol testing in line with Company policy.

Behavior and Leadership Expectations

- Report HSE performance, risks, and improvement actions to senior management.

- Present rolling HSE strategic plans to Board of Directors.

- Adopt a pragmatic, solution-focused approach to HSE challenges.

- Lead safety from the front through visible presence and engagement.

- Build strong working relationships across all levels of the organization.

- Recognize that sustainable HSE performance is achieved through employee engagement,

ownership, and collaboration.

- Maintain accurate HSE documentation and records.

- Proven experience in an HSE role within a manufacturing or industrial environment.

- Strong knowledge of UK HSE legislation (Including PUWER and risk management).

- Experience with audits, inspections, and incident investigations.

Qualification

- NEBOSH Diploma (or equivalent Level 6 qualification).
