Interim Senior Programme Lead - Neighbourhoods

Rate: £400 - £500 per day (Outside IR35)

Duration: 9 months

Working pattern: Hybrid

This role will lead a time-limited programme focused on strengthening the design, delivery and governance of neighbourhood improvement activity across housing estates. The successful candidate will work across housing, property and partner teams to ensure neighbourhood improvements are resident-focused, strategically aligned and effectively delivered.

Key Responsibilities

• Establish a strategic programme framework for neighbourhood and estate improvements
• Strengthen governance and oversight of capital programmes linked to neighbourhood investment
• Develop design principles and improvement standards for estates and public realm spaces
• Lead reviews of estate infrastructure and neighbourhood assets, identifying opportunities for improvement, redevelopment or alternative use
• Improve programme reporting, risk management and delivery monitoring
• Develop structured engagement processes with senior stakeholders and partners
• Design a consistent resident consultation and engagement model for neighbourhood improvement projects
• Produce strategic plans and implementation roadmaps to support long-term neighbourhood investment

Key Requirements

• Significant experience delivering neighbourhood regeneration, estate improvement or public realm programmes
• Strong track record managing complex capital programmes within housing or the public sector
• Experience operating within political and stakeholder-rich environments
• Ability to establish programme frameworks, governance structures and delivery plans
• Strong strategic thinking, programme leadership and stakeholder engagement skills
• Experience working across housing services, property teams and external partners
