Job Description

CCI has a Client who is seeking a GIS ANALYST who has experience in GIS requirements, policies, and procedures specifically related to 911 call processing and/or NG911. The Candidate must demonstrate experience with GIS projects specifically related to NG911, such as standards development, data development, date remediation, workflows, and quality assurance/quality control. Candidate shall demonstrate experience by a minimum of one (1) example of a similar project completed successfully within the last three (3) calendar years...  

TASK 1: NG911 GIS STANDARDS DEVELOPMENT 

The Candidate will assist PEMA in establishing a set of NG911 GIS standards to be used to normalize GIS datasets maintained at the local level. The NENA NG9-1-1 GIS Data Model (NENA-STA-006.1-2018) shall be used as the foundation for Pennsylvania NG911 GIS standards. The standards will define a common data model and set minimum accuracy benchmarks to be attained before local data is integrated into a statewide dataset. As part of the Pennsylvania NG911 GIS Standards development process, the Candidate will assist with developing recommendations and best practices for creating and maintaining road centerline and site/structure address point layers in Pennsylvania. The Candidate will participate in scheduled PEMA NG911 GIS workgroup meetings, in person or by WebEx, as part of the standards development process and until standards are formalized. The Candidate will formally document the final NG911 GIS standards for Pennsylvania to serve as a guide for local jurisdictions in updating their GIS data to meet NG911 standards.  

Deliverables:  

  • Participation in PEMA NG911 GIS Workgroup meetings.  

  • Pennsylvania NG911 GIS Data Standards Guide outlining: i. Required NG911 GIS Data layers  

  • Pennsylvania NG911 GIS data model  

  • GIS synchronization and accuracy standards/benchmarks  

  • Statewide recommendations and best practices for creating and maintaining GIS layers including the following examples: 1. Road centerline segmentation and placement  

  • Naming and/or addressing conventions for transportation situations including interstates, highways, interchanges, rest areas, on/off-ramps.  

  • Address ranges  

  • Point placement for special cases to include: a. Multiple addresses with one parcel (university/college campuses, apartment complexes, mobile home parks, shopping centers.)  

  • One parcel with multiple polygons.  

TASK 2: EDUCATION  

Based on the standards established in Task 1, the Candidate will host an in-person educational session for each of Pennsylvania’s seven (7) 911 regions covering GIS standards, requirements, assessment, workflows and other topics necessary for preparing and maintaining local GIS data for use in a Commonwealth-wide NG911 system. A recorded webinar is also requested for future use by the PEMA 911 Office. The Candidate will also present at a Pennsylvania 911 Advisory Board meeting.

  • South Central Mountain  

  • South East  

  • South West (Region 13)  

Deliverables:  

  • Seven in-person meetings  

  • One recorded webinar  

  • One in-person presentation at a Pennsylvania 911 Advisory Board meeting  

TASK 3: GIS DATA GATHERING AND ASSESSMENT  

The Candidate will perform an assessment to determine the local jurisdictions level of compliance with the State NG911 standards established in Task 1. PEMA has collected the existing GIS data layers from each county for review. The Candidate will request current copies of the MSAG and ALI database from each PSAP in order to determine the synchronization rate with the GIS data. County data delivery status must be tracked by the Candidate and made available to PEMA.  

Deliverables:  

  • A data analysis report, including recommendations for GIS data remediation, for each county that provided requested data  

  • One conference call per county following the delivery of the analysis report  

TASK 4: FINAL REPORT AND FUTURE PLANNING  

The Candidate will prepare a final report detailing the results of the project. At a minimum, the report will include:  

1. Executive summary  

2. Pennsylvania NG911 GIS Standards a. Definition of required GIS data layers  

b. NG911 GIS Data Model  

c. GIS Synchronization and accuracy standards/benchmarks  

3. Local GIS Data Assessment Results a. County Assessment statistics  

b. County categorization by available GIS data  

c. Summary of recommended GIS data updates by county  

4. GIS for NG911 - what are the next steps for Pennsylvania? a. At a minimum, the report should cover options for Pennsylvania to manage GIS data necessary for NG911 inclusive of quality control, data layer development and maintenance, data synchronization, and consolidating GIS data into a statewide dataset for NG911 purposes through county personnel using existing mapping and analytics platforms or Candidate solutions. i. Options for tools and processes to remediate and/or integrate local GIS data for NG911.  

ii. Options for NG911 GIS workflows that include roles, responsibilities, and activities.  

iii. Options for QA/QC processes 

Deliverables:  

  • Final Project Report  

One in-person presentation at a Pennsylvania 911 Advisory Board meeting
