Thurrock Council is looking for an experienced and forward-thinking professional to lead their Risk Management, service. This is a key role where you’ll drive transformation, embed a strong risk culture, and help deliver real value to local residents.

The Role

You’ll lead the development and delivery of the Council’s risk management strategy, ensuring it supports continuous improvement and informed decision-making across all levels. Supporting the Head of Internal Audit, Risk Management and Insurance in advising senior leaders and Members, you’ll provide expert insight on operational, strategic, and emerging risks in a rapidly evolving local government landscape.

What you’ll be doing

  • Be the key contact for Risk management across the Council
  • Support the Head of Internal Audit, Risk Management, Insurance and Counter Fraud in shaping and implementing a corporate risk strategy that influences decision-making at the highest level.
  • Drive innovation and best practice across governance, risk, and assurance functions.
  • You’ll build strong relationships across the organisation and with external partners, championing best practices and innovation in risk and assurance.
  • You’ll also play a key role in shaping policies and procedures that strengthen governance, resilience, and long-term service quality.

What you’ll bring

  • A relevant professional qualification (e.g., Institute of Risk Management) or substantial equivalent experience.
  • Confident communicator and experienced leader with a strong background in risk, audit, or financial assurance within a complex organisation.
  • You’ll have a deep understanding of governance frameworks, and the ability to influence, challenge and lead at the highest levels.
  • Proactive mindset, the ability to inspire others, and a strong foundation in public sector governance.
  • Experience working in politically sensitive environments, with a clear understanding of governance and accountability.
  • Skilled in horizon scanning, interpreting regulatory or environmental changes, and translating them into practical risk responses.
