We are seeking an experienced and proactive HR Business Partner on a12-month fixed-term contract. Reporting to the Associate Director of HR, this role will deliver a high-quality, solutions-focused HR service across one or more of our business units, including BDMS (repairs & maintenance), BDTP (corporate services), BDT, and BDCC (schools, cleaning & catering).

Acting as a trusted adviser, you will partner with managers to resolve complex employee relations matters, support organisational change, and drive best-practice, legally compliant people management. You will play a key role in shaping a positive, high-performing culture built on fairness, consistency, and trust.

Key Responsibilities

  • Partner with leaders and managers to proactively identify, assess and resolve HR and ER issues, ensuring fair, consistent, and legally compliant outcomes.
  • Translate business priorities and legislative changes into practical workforce solutions.
  • Provide high-quality, timely advice on complex casework including conduct, capability, attendance, grievance and performance.
  • Build strong, collaborative relationships with managers and trade unions, improving communication, engagement and workplace culture.
  • Support and lead organisational change initiatives including restructures, redundancies, TUPE and service redesign.
  • Lead HR projects and manage external partners such as legal advisers, OH providers and mediators.
  • Own HR data reporting-maintaining accurate case records, analysing ER trends, and producing meaningful insights for decision-making.
  • Champion the CIPHR system, ensuring accurate data and strong operational reporting.
  • Drive continuous improvement of HR policies, processes and people management practices.
  • Maintain up-to-date knowledge of employment law, contributing to policy development, guidance, and manager toolkits.
  • Support delivery of targeted development and training to build manager capability.
  • Carry out other duties consistent with the scope and level of the role.

Person Specification

Qualifications / Membership

  • CIPD Level 5 or equivalent experience
  • CIPD membership

Experience

  • Significant experience partnering with managers, unions and external stakeholders to resolve complex ER matters.
  • Proven track record of delivering a responsive, customer-focused HR service.
  • Strong working knowledge of employment law, terms and conditions, contracts and policy interpretation.
  • Experience managing high-volume HR/ER caseloads with fair, consistent and legally compliant outcomes.
  • Experience working in unionised environments, including consultation and dispute resolution.
  • Demonstrated capability supporting restructures, redundancy processes and TUPE transfers.
  • Skilled in analysing HR data, identifying trends and producing clear workforce insights.
  • Proven experience developing and implementing HR and ER policies.
  • Experience coaching managers to build capability and confidence in people management.
