Job Description

 

Scope of Work: Support counter terrorism, crime prevention and all‐hazard efforts of public agency. Conduct in depth exploration of open source sites including enhanced monitoring of information sources, conduct research and expanded electronic searches linking California and the public agency area of responsibility with specific events with national and international news and analysis.

 

Monitor key sources of news and information about terrorism, threats and trends that specifically pertain to the public agency. Area of Response (AoR) and relate that information to national and international terrorism news, information and analysis.

Work with various government and non‐government databases, sources and software. Examples include, but are not limited to: LEO, HSDN, HSIN, Coplink, Cal COP, Microsoft Office, and Palantir.

Assist investigators with the initial vetting of tips and leads through database and website checks. Analysts conduct the majority of their work in an office environment. However, in some cases they may be asked to leave the office to deliver briefings, presentations, attend trainings and meetings, or possibly go to a location to lend analytical assistance to first responders.

Analysts will provide verbal analysis or written reports of information related to both domestic and international terrorism.

Analysts will identify potential threat elements with possibly connections to the agency AoR.

Analysts will be asked to participate in the strategic analysis of threats facing the agency AoR, the state and nation.

At times analysts may be asked to provide various partners and stakeholders with more tactical analysis to assist with decision making and allocation of resources.

Use computerized analytic tools to create charts, maps, timelines, and link diagrams for the purpose of demonstrating analytical findings, including target relationships, and time sequence of events.

The success of a fusion center is directly related to the ability to work well with others within the community.

All agency analysts are expected to form, maintain and foster relationships with local, state, federal and private sector partners.

Within the general intent of this job description, and in support of accomplishing the agency Mission, analysts will perform other duties as assigned by the agency.

Ensure compliance with laws and regulations.

Analysts will work 4/10 schedule (ten hours per day, four consecutive days a week), generally during business hours, though we are flexible on exact start times. Some after‐hours availability and willingness to respond to the agency during an emergency are expected.

 

Minimum Qualifications: A Bachelor’s degree in a related field or three years of intelligence analysis experience in lieu of a degree.

Must have experience conducting all‐source intelligence analysis relating to public safety and national security topics.

Must have experience reviewing a variety of information sources to include Open Source information, among other intelligence disciplines. Individual must have experience identifying threats, trends, and new developments by analyzing raw information.

Must have experience writing all‐source intelligence products based on varying sources of intelligence disciplines.

Must have experience conducting database searches, extracting information, and analyzing the information.

Must have experience assisting in providing intelligence or investigative analytic products to support operations.

Must have experience assist in prioritizing, categorizing, and responding to requests for information.

Must have experience using computer‐based applications including, graphics and presentation software, databases. Agency analysts liaise with state, local and federal partners, sometimes in a classified environment.

Analysts must be able to obtain a Secret Clearance within the first 18 months of employment, and must maintain this clearance throughout the course of employment. However, most intelligence analysts should have the ability to obtain a top secret security clearance.

Must be able to pass an Orange County Sheriff’s Department (OCSD) background check, to include a polygraph examination, before the individual commences employment or performs services at the agency.

Must possess a Foundations of Intelligence Analysis Training program certificate or equivalent certification.
