To ensure that the sites operate safely and effectively in line with current Tradebe policies and procedures and to ensure the ongoing effectiveness and suitability of these management systems.
Qualifications Degree (science), or significant commensurate experience. Level 6 H&S, Level 6 Env or significant commensurate competency (NEBOSH).
Responsibilities Process Safety: Perform Oversee and control an effective and up to date hazard identification and risk assessment programme (HazID, HazOp, LOPA, SIL) Oversee suitable and demonstrable design and effective implementation of risk reduction measures to "as low as reasonably practicable" in reference to Tradebe's tolerated event frequencies Assist in assessing new enquiries for SHEQ suitability and in management of change processes Liaise with authorities, regulatory and other bodies to ensure legal compliance Maintain and ensure ongoing compliance with the Safety Report To maintain and ensure ongoing compliance with the emergency plans; oversee Tradebe's emergency exercise programme; maintain site incident command structures; maintain off-site communications with neighbours in the Public Information Zone Report monthly on Process Safety Performance Indicators and as soon as possible in the event of incidents, dangerous occurrences and significant near miss events 2.2 Personal Safety
Ensure SHEQ requirements are effectively communicated through site inductions and manage SHEQ competency programmes Ensure effective control of contractors in matters pertaining to SHEQ performance Ensure suitable risk assessments exist and that risks are suitably minimised Ensure compliance with relevant H&S legislation as provided in Tradebe's register of relevant H&S legislation Conduct accident investigations, share knowledge with other sites and ensure corrective and preventive actions are completed appropriately Report monthly on personal safety performance and as soon as practicable on any actual or potential lost time injuries or significant near misses 4.0 Health To oversee the Chemical Exposure Monitoring Programmes (COSHH) To oversee the Occupational Health Surveillance Programmes To oversee, monitor and control noise & vibration exposure; to control legionella and asbestos control registers as relevant To ensure compliance with relevant other H&S legislation as provided in Tradebe's register of relevant H&S legislation Report monthly on Employee Health Performance and immediately on any health issues. 5.0 Environment To maintain and ensure ongoing compliance with Environmental Permits and other relevant environmental legislation and to liaise with regulators To control and oversee the site's environmental monitoring programmes To oversee the site energy management programmes and ensure compliance with climate change levy and other relevant programmes and targets To conduct investigations into incidents and complaints, ensure effective corrective and preventive actions are completed To report monthly on environmental performance monthly and as soon as possible on any significant issues / events 6.0 Quality Oversee the site quality control programme Host Duty of Care Visits with Customers and conduct Duty of Care audits of suppliers where required Progress the investigation and resolution of customer complaints Report monthly on quality performance and as soon as practicable on any significant quality issues 7.0 Management Systems To maintain an effective and efficient management system compliant with PAS99, ISO9001, ISO14001, ISO45001 and BS18001 To liaise with the accrediting body in audits, to oversee and implement the site's internal audit programme, including conducting audits at other sites To periodically review all aspects of the systems and recommend changes to maintain the relevance of procedures and documents in achieving the aims outlined in the Tradebe policy documents To oversee and assist in SHEQ training and competency programmes To oversee and assist in SHEQ CI programmes Other Essential Skills: Computer Literacy (MS Office) Self-Motivation & Communication skills Positive "can-do" Attitude Desirable Skills: Time Management / Project Management Technical safety / environmental specialisms Knowledge: HSE Legislation, Guidance and Standards Quality, H&S, Environment Management Systems This job description is not intended to be all inclusive.
