About the team

The team supports HCC’s Children’s Services in the estate management of its assets for those aged 0-18 years. The team also provides support in the delivery of projects for new schools, expansions and new provisions for all sectors of the schools’ portfolio. The role is one of three Senior Estates Officer positions within the team, each covering a geographical area providing support to the different internal clients for that area, supported by a Senior Assets Officer and Team Leader.

The Senior Estates Officer will be required to interact with a range of Children’s Services’ clients, HCC Growth & Infrastructure Team, HCC Legal Services, HCC Property Planning Team, HCC Design & Capital Delivery Team, HCC Finance, County Councillors and HCC’s appointed external property professional advisors.

The role plays an integral part in the delivery of new buildings and projects for the Children’s Services Estates meeting the changing needs of the County Council’s delivery of its services.

We work in a hybrid way, and this varied role therefore offers both flexible and remote working.

About the role

You will join a team of five who work closely with internal clients and multi-disciplinary professional teams across the County Council to deliver new schools, projects and the successful stewardship of Children’s Services assets within Hertfordshire. The team’s work includes input regarding new schools into section 106s, academy conversions, statutory transfers and landlord and tenant work. You will be instructing and managing external providers delivering services to the County Council.

Day to day activities will involve meeting with clients and colleagues, reviewing documents, report writing and issuing instructions/reviewing recommendations from our external advisors. Site visits are required periodically to review assets in connection with academy conversions or projects and in relation to land acquisition. Attendance at briefings /corporate events is also required from time to time.

The role reports directly to Strategic Asset and Estates Manager.

The role will be required to provide professional property advice on land and property matters in line with RICS standards and the County Council’s protocols. Responsibility for landlord and tenant activities (including rent reviews, lease renewals), project work, strategic consultancy, professional estates advice to colleagues and other stakeholders, estate, asset and property management.

About you

Essential:

  • Degree Level in Estates Management/Estate Surveying (BA/ BSc or MA/MBA/MSc)
  • Or Professional Planning Qualification – MRTPI & keen to become dual qualified.
  • Full UK Driving Licence
  • Significant work experience post degree in either Estate Surveying or Town and Country Planning.
  • Good time management dealing with multiple projects/tasks.

Desirable:

  • Work experience in public sector (central government/local government)
  • MRICS status.
  • Experience with academies/school estate.
