ORGANIZATION OVERVIEW:

 

Planned Parenthood of the St. Louis Region and Southwest Missouri has been the leading provider, educator, and protector of sexual and reproductive healthcare in the area for more than 85 years. This organization currently operates eight health centers, located in the St. Louis metropolitan area and Southwest Missouri, and one outpatient surgery center in St. Louis. POSITION TITLE: Medical Director

STATUS: Full time, Exempt

REPORTS TO: President & CEO

 

 

POSITION SUMMARY

 

The Medical Director provides medical leadership and direction for PPSLRSWMO’s and RHS of PPSLR’s medical services and takes an active role in the administration, clinical practice and development of the medical services, quality assurance, , training, oversight, and strategic planning for service expansion. The Medical Director will provide direct patient care, specifically abortion, a minimum of three days a week. The Medical Director reports to the President and CEO. Position may require travel to all of PPSLRSWMO’s Health Center locations within the bi-state area. Must have current and valid Medical license to practice in states of Missouri and Illinois and the ability to be in collaborative practice agreements with midlevel clinicians. May require day, evening, weekend hours. Requires excellent written and oral communication skills and the ability to represent the affiliate publicly. Requires mobility to provide physical exams and surgical care.

 

PRIMARY DUTIES PERFORMED:

 

  • Approves all medical protocols and ensures their compliance with PPFA Medical Standards and Guidelines
  • Consults with President and CEO, Vice President of Patient Services and Research and Patient Services Management Team on a regularly scheduled basis on all aspects of the medical program
  • Provides surgical and/or medication (abortion pill) induced abortions and management of spontaneous abortions in an outpatient setting in accordance with PPFA, PPSLRSWMO and Missouri Department of Health and Senior Services regulations, policies and procedures.
  • In consultation with the Vice President of Patient Services and Research and Lead Clinician(s), provides oversight for selecting, training, supervising and the clinical evaluation of all clinicians
  • Reviews medical complications and data and takes appropriate remedial action
  • Approves the skills of and supervises clinical practice of all advanced practice clinicians, ensuring medical practice is within the confines of affiliate guidelines. Provides consultation and oversight, including via chart review to clinicians
  • In conjunction with management, develops annual quality assurance program, leading quarterly clinical QA meetings and participating in CQRM meetings
  • Assists in the training and professional education of clinicians and licensed staff;
  • Provides 72 hour informed consent as a qualified professional and supervises other qualified professionals who perform this duty.
  • Provides abortion services to affiliate patients
  • Provides advanced gynecological care to affiliate patients
  • Provides training for medical students/residents/fellows
  • Adheres to affiliate policies on professionalism, productivity of medical visits and the system for addressing client concerns.
  • Participates in health center/affiliate efforts to achieve established productivity and revenue cycle goals.
  • Delegates to the Associate Medical Directors’ overview of the SWMO services
  • Serves as Principal Investigator or Co-Investigator of research as needed

 

1. Program director for medication and surgical abortion services and:

o Providing ongoing availability of consultation when needed

o Ensures that surgical and medication abortion is provided in accordance with current PPFA and PPSLRSWMO Medical Standards and Guidelines

o Oversees the program and in-house staff training

o Grants privileges to all clinicians who perform abortion procedures and approve and provide documentation that all competency requirements are met for other staff in the surgical abortion program

o Provides periodic evaluations of the providers

o Supervises the operation of the program, including affiliate protocol development, education and supervision of affiliate staff, proctoring of clinicians performing the procedure, and the review of charts and complications

 

2. Program Director for Colposcopy services:

o Ensures that colposcopy and cryotherapy is provided in accordance with current PPFA and PPSLRSWMO Medical Standards and Guidelines

o Oversees the program and in-house staff training

o Grants privileges to all clinicians who perform colposcopy and cryotherapy procedures and approve and provide documentation that all competency requirements are met

o Supervises the operation of the program, including affiliate protocol development, education and supervision of affiliate staff, proctoring of clinicians performing the procedure, and the review of charts and complications

o Reviews the correlation data at least annually

 

3. Program Director for Analgesia and Sedation services:

o Ensure that sedation is provided in accordance with current PPFA and PPSLRSWMO Medical Standards and Guidelines

o Grant privileges to all licensed health professionals who provide moderate sedation and approve and provide documentation that all competency requirements are met for other staff involved in moderate sedation care

o Supervise the operation of the program, including affiliate protocol development, education and supervision of affiliate staff, proctoring of providers of moderate sedation, and the review of charts, complications and other quality assurance, risk management and incident reporting data.

 

4. Program Director for Breast – Basic services:

o Ensures that breast services are provided in accordance with current PPFA and PPSLRSWMO Medical Standards and Guidelines

o Oversees the program and in-house training

    • Grants privileges to all clinicians who perform breast services and approve and provide documentation that all competency requirements are met
    • Supervises the operation of the program, including affiliate protocol development, education and supervision of affiliate staff, proctoring of clinicians performing the procedure, and the review of charts and complications
    • Reviews the correlation data at least annually

 

5. Program Director for LEEP Services:

o Ensures that LEEP services are provided in accordance with current PPFA and PPSLRSWMO Medical Standards and Guidelines

o Oversees the program and in-house training

    • Grants privileges to all clinicians who perform LEEP services and approve and provide documentation that all competency requirements are met
    • Supervises the operation of the program, including affiliate protocol development, education and supervision of affiliate staff, proctoring of clinicians performing the procedure, and the review of charts and complications
    • Reviews the correlation data at least annually

 

6. Program Director for Men’s Reproductive Health Care:

o Ensures that Men’s Reproductive Health care services are provided in accordance with current PPFA and PPSLRSWMO Medical Standards and Guidelines

o Oversees the program and in-house training

o Grants privileges to all clinicians who perform Men’s Reproductive Health care services and approve and provide documentation that all competency requirements are met

o Supervises the operation of the program, including affiliate protocol development, education and supervision of affiliate staff, proctoring of clinicians performing the procedure, and the review of charts and complications

o Reviews the correlation data at least annually

 

7. Program Director for Sterilization – Female HTS Services:

o Ensures that Sterilization – Female HTS services are provided in accordance with current PPFA and PPSLRSWMO Medical Standards and Guidelines

o Oversees the program and in-house training

    • Grants privileges to all clinicians who perform Sterilization – Female HTS services and approve and provide documentation that all competency requirements are met
    • Supervises the operation of the program, including affiliate protocol development, education and supervision of affiliate staff, proctoring of clinicians performing the procedure, and the review of charts and complications
    • Reviews the correlation data at least annually

 

8. Program Director for Early Pregnancy Evaluation and Management of Complications Services:

o Ensures that Early Pregnancy Evaluation and Management of Complications services are provided in accordance with current PPFA and PPSLRSWMO Medical Standards and Guidelines

o Oversees the program and in-house training

    • Grants privileges to all clinicians who perform Early Pregnancy Evaluation and Management of Complications services and approve and provide documentation that all competency requirements are met
    • Supervises the operation of the program, including affiliate protocol development, education and supervision of affiliate staff, proctoring of clinicians performing the procedure, and the review of charts and complications
    • Reviews the correlation data at least annually

 

9. Program Director of Ultrasound Services:

o Will provide clinical services in these programs per current PPFA and PPSLRSWMO Medical Standards and Guidelines protocols which will be documented and billed through routine practices defined within the affiliate

    • Ensures that any staff who perform and/or interpret ultrasounds have been granted privileges or completed required checklist. Provides periodic evaluations of the technicians and clinicians who provide these services
    • Supervises the operation of the program, including affiliate protocol development, education and supervision of affiliate staff, proctoring of clinicians performing the procedure

 

10. Program Director for Expanded Office Gynecology (Level II services) and Expanded Gynecological Surgery (Level III services)

o Will provide clinical services in these programs per current PPFA and PPSLRSWMO Medical Standards and Guidelines protocols which will be documented and billed through routine practices defined within the affiliate

    • Grants privileges to all physicians who perform these services
    • Provides periodic evaluations of the providers of these services
    • Supervises the operation of the program, including affiliate protocol development, education and supervision of affiliate staff, proctoring of clinicians performing the procedure, and the review of charts and complications

 

11. Laboratory Director, Technical Consultant and Clinical Consultant of moderate complexity laboratory services

o Will provide clinical services in these programs per current PPFA and PPSLRSWMO Medical Standards and Guidelines protocols which will be documented and billed through routine practices defined within the affiliate

o Grants privileges to all physicians who perform these services

    • Is available to provide clinical consultation to testing personnel
    • Is available to assist in and oversee the proper ordering of client tests
    • Ensures that test reports include pertinent information
    • Ensures consultation is available to laboratory clients
    • Ensure that Quality Assurance laboratory systems are in place and that testing personnel are qualified to perform appropriate tests

 

· May provide direct ultrasound and colposcopy, cryosurgery and other gynecological services as needed

· Provides medical supervision to staff and on-call staff, including periodic clinical and system reviews

· Promotes Planned Parenthood programs to the medical and general community

· May be a spokesperson for the affiliate services through public events, media, or donor events

· Attends and participates in PPSLRSWMO Board meetings, as invited

· Participates in annual and strategic planning process including the development of new medical services/programs

· Participates in the development of relationships with managed care companies and other referral sources if needed

· Keeps abreast/up-to-date on changes to PPFA Medical Standards and decisions of National Medical Committee

· Assumes legal responsibility for ordering and distribution of drugs and devices in compliance with state and federal law

· Is part of the affiliate senior management team

 

QUALIFICATIONS

 

  • Licensed physician in Missouri and in Illinois. I understand that it is my professional obligation to keep all licensure and certification up to date and to provide a copy of such to the affiliate. I understand that current licensure (and certification, if applicable) is a condition of my employment.
  • Board Certified, or board eligible, in OB/Gyn
  • Clinical privileges at St. Louis teaching hospital within 30 miles
  • Strong surgical and gynecological skills including abortion services

· Previous experience performing induced surgical/medication abortions is necessary

· Experience in an outpatient setting with minimal to moderate sedation is desired

· Certificate for ACLS preferred

  • Good interpersonal skills
  • Ability to provide clinical leadership to both physicians and mid-level clinicians
  • Follows HIPAA privacy and security guidelines
  • Participating member of the Association of Reproductive Health Professionals (ARHP) recommended.

 

TIME COMMITMENT

 

· Time will be dedicated to a combination of direct clinical care (minimum of 3 days) and administrative oversight (maximum of 2 days)

· Provide clinical reviews and oversight weekly with a representative number of medical records from the health centers

· Participates in clinician meeting once every four to eight weeks

· Meets with administrative teams as scheduled

· Attends quarterly QA Committee meetings

· Attends quarterly CQRM meetings

· Attend Board meetings, as invited
