Belmont Recruitment are currently looking for a skilled Workforce Development Lead to join Liverpool City Council's Adult Social Care Team on an initial 3-6 month temporary contract. This is a full-time role working 35 hours per week, Monday to Friday.

About the Role

Liverpool City Council is seeking an experienced and dynamic Workforce Development Lead to take a pivotal role in shaping and delivering our new Adult Social Care Workforce Development Strategy.

This is a unique opportunity to provide strategic leadership and programme management for the development and early implementation of a citywide workforce plan - spanning the council's in-house services, commissioned providers, and the wider care market.

The successful candidate will play a crucial role in addressing workforce challenges, enhancing capacity and capability across the sector, and ensuring the delivery of high-quality, person-centred care for the people of Liverpool.

Key Responsibilities

Lead the design and development of Liverpool's Adult Social Care Workforce Development Strategy, aligned with local improvement priorities and national policy.

Oversee workforce data collection, analysis, and needs assessment across all service delivery areas.

*

Support the creation of a recruitment and retention strategy that addresses market pressures and fosters sustainable workforce models.

*

Establish a citywide training, development, and qualifications framework for internal and external care staff.

*

Develop career pathways, leadership programmes, and initiatives promoting inclusion, wellbeing, and resilience.

*

Engage and collaborate with NHS partners, independent providers, training bodies, and regional networks.

*

Produce a clear and deliverable implementation plan, with resource and governance recommendations.

*

Identify and advise on funding opportunities and sustainable workforce investment models.

*

Provide regular progress updates and strategic advice to senior leaders and elected members.

*

Lead and develop a training plan to support the Adult Social Care Transformation Programme and address CQC recommendations.

About You

We are looking for an influential leader with a strong track record in workforce strategy and development within Adult Social Care, health, or related sectors.

You will have:

Significant experience in strategic workforce planning and programme delivery.

*

Strong stakeholder engagement skills, with the ability to work across sectors and influence at a senior level.

*

Knowledge of recruitment, retention, training frameworks, and sector regulations (including CQC standards).

*

Excellent analytical, organisational, and project management skills.

*

The ability to work at pace, deliver results, and adapt to changing priorities.
