Primary Purpose of the position

The Operations Manager is a member of the management team running the London Ambulance Service contract. There are two Regions (North and South regions). The Operations Manager will be responsible for a number of Hub stations, each with a team leader and working supervisor and a number of satellite stations associated to each Hub Station. They are primarily responsible for ensuring the Health and Safety of the workforce within each Hub and satellite and ensuring the work associated with their roles is carried out in line with H&S policies and compliances. The OPM will directly line manage the TL's and ensure that they carry out their duties as defined by the contract management team. Setting their objectives and targets and then monitoring them against these. Ensuring compliance with contractual requirements and ensuring the service provision is met and improved upon.

You will manage the day to day work ensuring quality is maintained and identify improvement plans within their region for more efficient working. You will be expected to carry out daily audits to check contractual compliance with Infection control, Deep clean requirements, VDIs in relation to daily vehicle preparation and assets management.

Operations Managers will attend regular meetings with the local and central clients and staff within their region. Operations Manager will be responsible for the recruitment, training, performance and absence management.

Responsibility of the key services Make Ready Service Delivery:

a)Vehicle repositioning

b)Vehicle cleaning and preparation (daily, deep cleans and decontamination)

c)Basic vehicle maintenance

d)Management of medical equipment

e)Management of medical consumables

f)Provision of integrated IT systems to support service delivery and performance management

Main Duties :

You are expected to be able to respond to changes in operational requirements during major events.
You will be required to plan and facilitate vehicle movements and repositioning related to daily staffing requirements, Make Ready at each hubs, workshop servicing or body work repairs .
To take responsibility for planning of vehicle movements and assign vehicles to call signs to meet operational requirements.
You will work with the client to establish integrated real time reporting on vehicle movements, status and planning.
To ensure that all staffs are appropriately trained and hold the relevant skills set to deliver the SLA in a timely manner.
To coordinate ad-hoc vehicle movements as such requirements arise
You will maintain highest possible Infection prevention standard by continual review of practices, utilising both audit and compliance monitoring processes to identify areas for further improvement
You will be responsible for ensuring that all vehicles are prepared when made available through approved process, method statement and risk assessment .
To ensure the preparation process involves for each and every vehicle for every shift with following activities:
Refuelling, Minor Repair (vehicle safety check and inspection ), Internal clean and equipment cleaning, Re-stocking, Equipment functionality checks and External clean
To reduce the risk of transmission of infectious organisms and environmental burden all front line vehicles have a 6-weekly comprehensive deep clean. This is a vital element for you to ensure the 6 weeks target are met .
You will be responsible to ensure vehicle daily checks are completed with the corresponding Vehicle Daily Inspection (VDI) checklist as well as tracking vehicle checks, the VDI checklist is used to list all equipment available on the vehicle
You will require to ensure daily litter collection / sweep of the Make Ready office and preparation bays / wash bay / general area, weekly sweep and mop of the Consumable and Secure store, and weekly pressure hose wash / clean of the vehicle wash bay are taking place.
You will ensure mandatory training i.e. competency (including refresher training) is delivered to all your staff before
You will be responsible for providing all uniform to your staff and must ensure staff are dressed in appropriate attire denoting clearly .
You will be responsible to establish processes to conduct internal audits and support audits as well workforce qualifications and checks training requirement to maintain highest standard.
Accounts into a single or multiple, comparable and exclusive "performance insights report".
Support the business with business improvement projects, notably the development of SharePoint sites to automate business processes (such as statutory compliance management, and proposal production).
Enabling vehicle swaps through VRC vehicle rotation to reduce the burden on crews at the beginning and end of shift to enable quick changeover of vehicles during shifts to ensure larger proportion of vehicles running 24 hour shifts are captured.
Vehicle queue prioritization on Deep Cleaning and Make Ready. Developing a systematic method for prioritizing vehicles that aims at reducing time required to complete the overall service.
Create a set of Standard Operating Procedures (SOP's) which detail each task or workflow to undertake the service and document the correct methods to carry out all required duties and agreed in advance by the line manager.
Ensure that a contingency plan is in place to manage the impact of any disruption to the service including but not limited to, terrorism, natural disasters, staff absences and information technology failure and have approved Business continuity plan.
As part of the management team accounts in their daily, weekly and monthly operational reporting needs
Developing tools, templates and techniques to evaluate performance data, developing new and novel ways to understand the influence of, and influences upon, the performance of the business.Support business need to comply with driving licence checks, in line with MITIE & LAS policy and procedures and DVLA guidelines.

Human Resources

To be involved, in consultation with the MITIE contract and Contract and General Manager or the Deputy and HR Adviser, in various HR processes, e.g. recruitment, performance development reviews, coaching, staff engagement tools and surveys, discipline and absence management. Liaising with the VP TL in relation to annual leave, absence and payroll issues within their region to maintain accurate records.Health and Safety Responsibilities

Everyone employed by the company is required by Sections 7 and 8 of the Health and safety at Work act 1974 (HASAWA) to take reasonable care for the safety of themselves and others who may be affected by their acts or omissions at work; and not to interfere with or misuse anything provided in the interests of health, safety and welfare.

Together with HASAWA, the management of Health and Safety at Work Regulations 1992 extend employees duties and require employees to:

To co-operate with MITIEH&S department on matters of health, safety and welfare to enable the company to meet its statutory obligations.
To ensure training and information is supplied to all members of the site teams.
To use and ensure that all the site teams have the required equipment, PPE and substances and are used in accordance with their training and instruction.
Make full and proper use of any safety system of work introduced as a requirement of the Health and Safety Policy.
To inform the Contract and General Manager and the MITIEH&S department of any situation representing a serious and immediate danger to Health and Safety.
To report any personal injury, dangerous occurrence or work related disease to the Contract and General Manager and the MITIEH&S department and ensure that an entry is made in the Accident Book (B1510).
To undertake Health and Safety checks and Risk Assessments, record and distribute as appropriate.
To ensure equipment is maintained and relevant records are kept.
To ensure that control measures are strictly enforced.
The jobholder is required to be flexible in his/her approach, presenting a professional image at all times.

They will be required to work a mixture of days and nights and will also conduct planned and random audits at each of the LAS locations, in partnership with the Ambulance Station Managers and Team Leaders.

The jobholder should have the ability to build and develop good relations with LAS staff and Mobile Support

MITIE in order to ensure satisfaction with the company's service.

They will also spend time meeting paramedics and ambulance crews to gain feedback that can be utilized to plan and develop the service as the contract progresses.
