Damp & Mould Surveyor

Temporary | Full Time
£400 per day (Umbrella)
We are currently supporting a public sector organisation in recruiting two experienced Damp & Mould Surveyors on an initial 6‑month temporary assignment within their Property, Asset Management & Development team.
This role requires site‑based work and travel across the local housing stock for a minimum of three days per week.

Role Purpose

To provide a proactive and responsive damp and mould investigation service across residential housing, ensuring homes are safe, healthy, and compliant with statutory requirements. You will deliver expert diagnosis, technical advice, and detailed works specifications to ensure damp and mould cases are resolved effectively, with a clear focus on resident wellbeing and compliance with the Housing Health and Safety Rating System (HHSRS), the Social Housing (Regulation) Act, Decent Homes, and Awaab's Law.

Key Responsibilities

Inspections & Diagnostic Assessments

Carry out timely surveys of homes reporting damp, mould, leaks, or condensation.
Diagnose root causes including structural defects, water ingress, ventilation issues, insulation failures, or lifestyle‑related factors.
Use diagnostic tools such as moisture meters, hygrometers, and thermal imaging equipment.
Prioritise high‑risk cases, including those involving vulnerable residents.

Technical Reporting & Recommendations

Produce accurate technical reports outlining causes, risks, and required remedial actions.
Ensure all reports meet regulatory, organisational, and audit standards.
Maintain thorough case records on internal systems, ensuring compliance with statutory timeframes.

Specification & Delivery of Works

Prepare detailed schedules of works and technical specifications for contractors and in‑house teams.
Work collaboratively with Repairs, Compliance, and Asset colleagues to ensure timely and high‑quality completion.
Inspect completed works to verify quality, compliance, and resident satisfaction.

Resident Engagement & Support

Communicate with residents in an empathetic and professional manner.
Explain findings clearly and offer practical advice on ventilation, heating, and moisture management.
Liaise with housing management and safeguarding teams where health or welfare concerns arise.

Compliance, Safety & Governance

Ensure all damp and mould cases comply with Awaab's Law timescales.
Manage risks in line with HHSRS, Decent Homes, the Social Housing (Regulation) Act, and Building Regulations.
Escalate recurring issues into long‑term asset plans.
Support audits, inspections, and regulatory reporting.

Service Improvement & Prevention

Identify patterns and recurring issues to support strategic asset planning.
Work with data and compliance teams to monitor trends and recommend improvements.
Support training for repairs teams, contractors, and housing staff.

Experience & Skills Required

Essential

Strong experience investigating and resolving damp, mould, and condensation issues in residential buildings.
Understanding of social housing legislation including HHSRS, Awaab's Law, and Decent Homes.
Experience working with vulnerable residents, applying safeguarding principles.
Ability to write clear technical reports and works specifications.
Experience within a public‑sector or compliance‑driven environment.

Desirable

Building or surveying qualification (HNC/HND, NVQ Level 3/4, or equivalent).
Knowledge of PAS 2035, retrofit, ventilation systems, and energy‑efficiency measures.
Experience in asset management or housing repairs within local government or social housing
