A Local Authority in Yorkshire currently have a need for an Interim Strategic Risk and Insurance Manager

Role

  • To lead and manage the provision of an efficient Risk and Insurance Service on behalf of the Council.
  • To provide advice and support with across the Council on all insurance and risk matters.
  • To be responsible for leading the Council’s approach to the identification, evaluation, management and reporting of corporate and strategic risk.
  • To lead the development/review of the Council’s risk management practices including the Council’s risk management framework, policy and appetite statement.
  • To ensure compliance with corporate governance as well as taking into account British Standards, Codes of Practice and Professional Standards.
  • To lead in the development and embedding of sound strategic and operational risk management practices across the Council
  • To support the Chief Finance Officer in ensuring that the Council’s approach to risk management is robust and contributes to improvements in service performance.
  • To lead on the Council’s Insurance Strategy and negotiations of Council insurance policies leading to a well-managed insurance fund. To also manage the insurance contracts actively.
  • To provide regular updates on the effectiveness of the Council’s risk management arrangements to the Audit and Governance Committee, Cabinet and Corporate Management Team.
  • To be an integral part of the Financial Services Management Team and support the development and delivery of the services objectives to ensure that a client-driven, pro-active and efficient service is delivered.
  • To horizon scan to ensure legislative and other changes in relation to insurance and risk are identified at an early stage in order to ensure that the Council is advised appropriately and can plan effectively.
  • To contribute to strategic planning activities of the Council, including the Corporate Plan and Medium-Term Financial Strategy.
  • To work with the Council’s internal audit provision in the development of a risk-based internal audit plan.
  • To act as a 'critical friend’ on risk management and insurance arrangements for Joint Committee’s where the Council is lead authority.
  • To provide updates to the external auditors in relation to the Council’s approach to risk management/insurance.
