Contract Type:
Full Time, 37 hou8rs- 2 days a week in office

Job Purpose
To lead the delivery of mechanical compliance, legionella risk management, and repair services across Manchester City Council's housing stock. The role ensures that all mechanical systems meet legal, safety, and regulatory standards while also delivering a resident-focused service that supports safe, secure, and sustainable homes.
This post plays a crucial role in Manchester's building safety leadership structure, supporting statutory obligations, driving best practice, and ensuring that council homes meet post-Grenfell standards for mechanical safety and compliance.

Key Responsibilities
·Manage and oversee delivery of the annual mechanical compliance and repairs programme (~£1M).
·Carry out detailed technical surveys and inspections to ensure compliance with statutory mechanical and legionella safety requirements.
·Lead on enforcement of mechanical compliance obligations, including coordination with other departments and external regulatory bodies.
·Provide expert advice and technical guidance to internal teams, contractors, and residents.
·Ensure high-quality data management, accurate reporting, and audit readiness for all compliance activities.
·Engage and educate residents on mechanical and legionella safety matters, promoting awareness and empowerment.
·Support continuous improvement by analysing service performance, identifying risks, and implementing corrective actions.
·Maintain up-to-date knowledge of all relevant legislation, standards, and best practices.
·Work collaboratively with internal colleagues and external partners to support the council's wider building and neighbourhood safety objectives.
·Support the Mechanical Compliance and Repair Manager with business continuity and team development.

Essential Skills & Experience
·Demonstrable experience in mechanical compliance surveying within a housing or public-sector environment.
·Comprehensive knowledge of legislation and best practice relating to mechanical systems and legionella control in residential settings.
·Proven ability to manage risk-based compliance programmes and deliver measurable service improvements.
·Experience of resident engagement in a housing or safety context.
·Competence in using data systems for compliance monitoring, reporting, and continuous improvement.
·Strong communication, planning, and stakeholder management skills.
·Ability to manage time and conflicting priorities effectively, often in high-pressure situations.
·Proven ability to work both independently and collaboratively within multidisciplinary teams.

Qualifications
·HNC or equivalent qualification in Construction, Mechanical Services, or a related field.
·Evidence of continuing professional development in areas relevant to mechanical compliance, legionella control, or building safety.
·Full UK driving licence and daily access to a vehicle (this role is designated as a casual car
