I'm recruiting on behalf of a major consulting organisation that is expanding its Public Sector Quality Engineering & Testing capability. We're looking for an experienced Senior Test Manager who can lead complex test programmes across central government, local government, healthcare, defence, education, transport and wider public bodies - while also playing a role in RFPs, ITTs, bid activity, and solution shaping.

This is a senior consulting position combining test leadership, client engagement, and business development. You will contribute directly to the growth of the public‑sector testing practice, helping shape propositions, build pipeline, and support revenue targets.

Key Responsibilities

Lead and support RFP, ITT, RFI and proposal responses for Public Sector opportunities
Shape testing solutions, delivery models, governance frameworks, commercials and value propositions
Develop compelling, differentiated propositions aligned to Public Sector needs
Participate in bid strategy sessions, solution walkthroughs and client presentations
Drive pipeline growth across government, healthcare, defence, education and transport sectors
Work with Directors/Partners on market positioning, offering development and practice growthTest Delivery & Programme Leadership

Lead multi‑stream, multi‑supplier testing programmes across complex public‑sector environments
Define test strategies, governance approaches, automation strategies, assurance and QE models
Oversee delivery across distributed/onsite/offshore teams
Provide senior leadership when dealing with escalations, delivery challenges or programme resets
Ensure alignment with sector‑specific standards, regulatory requirements and procurement constraintsConsulting, Advisory & Client Engagement

Advise clients on test strategy, QA transformation, maturity improvement and delivery models
Run test assurance engagements, audit reviews and quality assessments
Translate client goals and constraints into practical, achievable delivery approaches
Build and maintain strong Public Sector client relationships built on credibility and expertisePractice Leadership & People Development

Mentor junior consultants, test managers and future leaders
Build capability across automation, quality engineering and AI testing
Support practice leadership with revenue, utilisation, pipeline development and sector proposition growthWhat We're Looking For

Strong background in test management within Public Sector programmes (central government, local government, defence, healthcare, education or transport)
Proven experience leading bids, RFPs, ITTs and pursuit activity in a consulting environment
Strong understanding of public‑sector procurement, delivery governance and assurance frameworks
Experience leading large multi‑vendor test programmes through full lifecycle
Deep knowledge of test strategy, automation, tools, metrics and quality engineering approaches
Ability to influence senior stakeholders and communicate complex test concepts with clarity
