Capital Works Programme Manager (Social Housing)

📍 South Wales (Hybrid Working, 3+ days in office)

⏰ 37 hours per week, Monday to Friday (flexible working)

📅 6-month contract or Interim

💰 Daily Rate - £400-£450 p/day (Inside IR35)

Moxie People is partnering with a purpose-driven housing provider in South Wales, looking for an experienced Capital Works Programme Manager on a 6-month contract to support their Property Services team during a time of change.

Despite this being initially a temporary contract, this position has the potential to extend or lead to a permanent opportunity for the right person.

Following a major organisational merger, the capital investment and delivery function needs a steady hand to guide them, someone who can lead with empathy, align fragmented systems, and help the team complete a range of planned works and refurbishment projects that improve homes and communities.

What you'll be doing as the Capital Works Programme Manager:

You'll lead a multi-disciplinary team (project managers, surveyors, coordinators) to:

• Deliver in-flight capital works programmes, from bathrooms and kitchens to major refurbishment schemes
• Improve and align processes across legacy teams to ensure a consistent approach to delivery
• Rebuild team confidence and embed a collaborative, people-first culture
• Manage and strengthen relationships with contractors and internal stakeholders
• Ensure compliance, value for money, and a great experience for residents

What success looks like (after 6 months):

• Current planned investment projects are progressing smoothly
• Teams are working cohesively
• Residents are seeing real improvements in their homes
• Morale and confidence are noticeably stronger across the capital delivery team

You'll fit this Capital Works Programme Manager role if you:

• Have strong experience in capital programme management, planned investment, or property services within a housing association or local authority
• Lead with a calm, coaching-led approach, especially in teams that've been through change
• Know how to bring structure and clarity without heavy-handedness
• Are confident managing contractors, budgets, and delivery milestones with a focus on social value and tenant satisfaction
