We're now seeking a Programme Manager to design and deliver a transformative Leadership & Management Development Programme that strengthens people management capability across the Trust. The Role

As Programme Manager, you'll lead the design, delivery and embedding of a comprehensive, blended leadership and management development programme. Your work will enhance managers' confidence and capability, create consistent expectations and behaviours, and ensure the organisation has a long-term, sustainable framework for growing its leaders after the fixed term concludes.

You will:

Build Manager Capability

  • Design or commission a structured, modern and inclusive development programme covering performance management, wellbeing, absence, feedback, difficult conversations, and ER fundamentals.
  • Use organisational data to identify capability gaps and prioritise key development interventions.

Strengthen Leadership Capability

  • Establish a long-term leadership development framework that continues to operate beyond the end of the role.
  • Implement tools, behavioural expectations and evaluation measures to track progress, behaviour change and programme effectiveness.

Drive Technology Adoption

  • Lead initiatives that increase managers' capability and confidence with digital tools and modern ways of working.
  • Identify barriers and embed productive digital habits that enhance collaboration and service quality.

Create High-Quality Learning Resources

  • Develop clear, accessible toolkits, guides and reference materials to support managers in their day-to-day responsibilities.
  • Build a comprehensive, easy-to-maintain resource library for ongoing organisational use.

Partnership Working

  • Collaborate with HRBPs, ER specialists, operational leaders and the HR Systems Manager to ensure alignment with people risks, capability needs and system functionality.
  • Influence leaders to reinforce expectations and embed a culture of continuous learning.

Continuous Improvement

  • Monitor feedback, data trends and organisational outcomes to refine the programme.
  • Recommend improvements to training, policy and processes to ensure long-term relevance and impact.

Supporting Change Adoption & Communication

  • Equip managers to confidently adopt new systems, processes and policies during periods of organisational change.
  • Develop clear, consistent communications to support smooth, confidence-building transitions.

About You

You'll bring a blend of expertise in learning design, leadership development and behaviour change, paired with the confidence to influence senior stakeholders and the creativity to build a programme that lasts.

Essential skills and experience:

  • Strong experience designing and delivering leadership and management development programmes
  • Able to plan, coordinate and deliver multi-stream programmes end-to-end
  • Good understanding and application of employment law principles and HR policies
  • Knowledge of behaviour change methods and evaluation approaches
  • Confident using data to make evidence-based recommendations
  • Ability to create clear, engaging and practical learning resources

Desirable:

  • CIPD qualification or equivalent L&D accreditation
  • Coaching qualification (ICF, EMCC, ILM) or experience facilitating group coaching or action learning
  • Experience coaching managers through employee relations issues
  • Experience with Workday or similar HRIS learning platforms
  • Understanding of leadership assessments (e.g., Insights, Hogan, MBTI, Strengths, 360)
  • Familiarity with structured change models (ADKAR, Prosci, Kotter) and adult learning theory

The role

As an Administrator, the role involves providing administrative support to the services, including activities relating to finances, residents, colleagues, reception and general support to the wider management team. A working knowledge of Microsoft Office, including Word, Outlook and Excel, Access (or other databases) is essential.
