Are you a forward-thinking finance leader ready to make a real difference? Thurrock Council is on a transformative journey, and they are looking for a Finance Manager - Financial Strategy & MTFS to help lead the path toward long-term financial resilience and excellence.

The Role

You’ll be at the heart of Thurrock’s financial planning process - shaping policy, influencing strategy, and delivering robust models that will underpin the council’s Medium-Term Financial Strategy (MTFS). This is a pivotal role for a dynamic professional who thrives in complexity and wants to help build a better financial future for local residents.

What You’ll Be Doing:

  • Develop, track, and maintain complex financial models to support the MTFS.
  • Co-ordinate quarterly financial reports and maintaining monthly engagement with service teams.
  • Provide strategic financial analysis to senior leaders and Members.
  • Work across departments to ensure capital and revenue plans are aligned.
  • Collaborate with Finance Business Partners and services to ensure realistic budgeting and accurate forecasting.
  • Identify key risks and opportunities in financial performance and provide expert recommendations.
  • Contribute to high-level financial decision-making and recovery planning.
  • Lead and support finance staff within your team, building a culture of learning, improvement, and excellence.

What You’ll Bring:

  • A CCAB qualification (CIPFA, ACA, ACCA, or equivalent) with post-qualification experience in public or corporate finance.
  • Highly motivated and adaptable, with a proactive attitude and the ability to quickly integrate and contribute in fast-paced environments.
  • Experience in strategic financial planning, financial modelling, and policy influence.
  • Strong analytical and commercial acumen, with the ability to present complex data clearly.
  • Leadership and mentoring experience with a commitment to professional development.
  • A collaborative, forward-thinking mindset, and the ability to work across complex organisational structures.
