Location: Plymouth (PL1)
Hours: 37 hrs per week
Assignment: Temporary 26‑week assignment starting 18/05/26
Pay rate: £491.77 per day (flexible)
Role: Hybrid, 2 days on site + in‑person Board attendance

Plymouth City Council is entering one of the most ambitious periods of change in its history. With 400+ capital schemes underway, a major transformation programme, and a new project management methodology rolling out across the organisation, we're reshaping how the Council supports its residents, particularly those at risk of crisis.

To bring clarity, assurance, and strategic oversight to this scale of activity, we've established a Corporate Programme Management Office (CPMO). We're now seeking an experienced, influential leader to take the helm.

What You'll Lead

Provide strategic leadership of the CPMO, ensuring governance, assurance, and visibility across capital and transformation portfolios.
Support and guide project and programme managers delivering complex, high‑profile initiatives.
Build capability and create a strong, connected community of PPM professionals.
Embed new methodologies and best practice across the organisation.
Deliver high‑quality reporting and assurance to senior leaders and elected members.
About You

You'll thrive here if you are:

An experienced PMO or programme leader with a track record of delivering large‑scale change.
Structured, methodical, and passionate about good governance and strong delivery disciplines.
Skilled at influencing senior stakeholders and navigating political environments.
A natural coach who enjoys developing people and building high‑performing teams.
Able to balance strategic thinking with hands‑on support when needed.
Essential qualifications:

MSP Foundation & Practitioner
PRINCE2 Foundation & Practitioner (or equivalent)
Desirable:

P3O Foundation
Experience with Microsoft Project Server, Align, SharePoint, or similar tools
