As Technical Manager, you’ll oversee the end-to-end tendering and pre-construction process for multi-utility projects – from initial enquiry through to handover – ensuring accuracy, efficiency, and outstanding client service. You’ll manage and mentor estimating and pre-construction teams, drive performance, and coordinate across departments to keep projects on time, on budget, and technically sound.

What you’ll be doing:

  • Lead and develop the estimating and pre-construction teams to deliver accurate, commercially viable quotations
  • Oversee tendering processes, ensuring all proposals meet technical, commercial, and SLA requirements
  • Review project scopes, feasibility, and pricing for multi-utility infrastructure projects
  • Coordinate with Business Development, Contracts Managers, and clients to achieve seamless delivery
  • Analyse network studies using industry-standard tools (Synergy, Windebut, GasWorks)
  • Ensure compliance with legislation, technical standards, and best practice
  • Implement process improvements and maintain accurate project records

What you’ll bring:

  • 5+ years’ experience in estimating and pre-construction, ideally in the ICP/IDNO sector
  • Ability to produce accurate estimates and mentor junior team members
  • Strong knowledge of tendering processes and technical documentation
  • Skilled in AutoCAD, Microsoft Word, and Excel
  • Engineering degree (Mechanical, Electrical, or Civil) or related discipline
  • EngTech, IEng, or CEng registration (or working towards) preferred
