Job Description


Classification: Full-Time, Exempt

Location: San Francisco, CA

Reports to: Executive Director

Oakes Children’s Center provides educationally-based mental health services to children and their families. A small administrative team manages the business operations, coordinating a number of internal and external resources, supports, and oversight bodies. The center closely coordinates its activities with San Francisco Unified School District and Community Behavioral Health Services of San Francisco.


This position will work with the operations staff to ensure the accuracy, integrity, and overall controls of the financial and reporting systems. As part of the upper management team, this position provides strategy advice on budgeting, income, and cost recovery as well as understanding the financial implications of organizational decisions.



· 5 years of accounting experience in a non-profit setting

· Experience in coordinating and managing the A-133 Audit, 990, and 5500

  • Proficiency in QuickBooks, Microsoft Excel and Word



Financial Management

  • Prepare timely and accurate Financial Statements and reports in accordance with Generally Accepted Accounting Principles (GAAP) in the United States
  • Analyze financial results including profits/losses, KPIs, cash flow compared with budget/forecast
  • Prepare financial reports for managers, Board, and funders

· Coordinate annual financial audits, including preparation of audit schedules

· Supervise all accounting functions, including maintenance of G/L, A/P, A/R, bank reconciliation, investment reconciliation, and reconciliation of other G/L accounts

· Supervise the Operations Assistant and other direct reports in entering expenses and revenues into the accounting system (QuickBooks)

· Prepare Cost Reports for funders

· Maintain and refine our cost allocation methodology

· Maintain, refine, and ensure compliance with internal financial and accounting policies and manual

· Process and file Government filings such as the 571-L, US Annual Census Bureau Report

· Manage end-of-month accounting procedures and closing of financial books

· Track investments on a monthly basis

· Coordinate and/or prepare tax schedules, returns, and information for 199 and 990

· Work with outside CPA form for the 403b 5500 Audit (Defined Contribution Plan)

· Oversee the preparation of 1099, DE6, and 941

· Build an accounting department as the company grows

· Process and manage the Payroll bi-monthly


Planning and Budgeting

· Prepare annual budget with input from executive team for approval by Board of Directors

· Prepare quarterly forecast

· Work closely with the ED and Finance Committee to align budgets with organizational goals

· Develop and monitor agency budgets, including P&L, KPIs, and cash flow forecast and suggest budget changes as necessary

· Assist the Executive Director in working with the Board Treasurer and Finance Committee

· Compare budget/forecast to actual and analyze variations and trends


Contracts Management & Compliance

· Oversee contracts administration for the San Francisco Department of Public Health and school districts that we support

· Develop and maintains relationships and contracts from all funding sources

· Assist in the preparation of documentation for RFPs for credentialing, including annual funding

· Monitor funding source requirements and reporting

· Ensure full compliance with the funding agency requirements

· Aide staff in confirmation of Medi-Cal Eligibility of clients

· Work with Director of Development and Outreach on reporting requirements with foundations

· Track and report KPIs, including performance notes submission and underlying utilization trends


Business Operations

· Supervise HR Manager, Operations Assistant, Office Assistant, and Facilities Coordinator

· Develop and train business team with regard to non-profit business ­operations

· Oversee business operations of Oakes Children’s Center

· Improve operational systems, processes and policies in support of the organization’s mission

· Increase effectiveness and efficiency of support services through improvement of each function

· Supervise Facilities Coordinator in management of existing Facility projects



· Required - BA or BS in accounting or business administration

· Preferred - Master’s Degree in accounting or business administration
