Overview HII-MDIS is seeking a highly skilled individual to join our team of professionals as a Program Manager (PM) for the INDOPACOM AOR. Perform program management duties, coordinate and direct all activities under a Program(s). Interface with the respective Government Contracting Officer (CO), the Contracting Officer's Representative (COR), Government management personnel, and customer agency representatives. Formulate and enforce high work standards, assigning schedules, reviewing work discrepancies, supervising personnel and communicating policies, purposes, and goals of the organization to subordinates. Continuous adherence to working in partnership with the Government, other contract Organizations and all Customer Stakeholders. Location for this position can be in either Tampa, FL or Northern Virginia/DC area with quarterly visits to Hawaii. Responsibilities Responsible for the overall management of the specific Program(s)/Project(s)/Task Order(s) and ensuring that the technical solutions and schedules in the contract are implemented in a timely manner (invoices, deliverables, reports, ad-hoc requirements, risk mitigation, quality tracking, metrics and measures to address performance, assessments, and others as required).Assesses issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives.Conduct monthly and quarterly program management reviews, demonstrating quality in performance, adherence to schedule, and achieving requirements at the proposed price.The PM ensures achievement of financial, schedule, technical, and new business performance objectives. Models and demonstrates strong leadership in ethics, safety and security.Day to day management of all SOCPAC Team requirements in support of the Customer(s)Management of all personnelSingle point of contact to Customer/Government reference the SOCPAC Team performance and in meeting all requirementsManage all subcontractors, consultantsExact/detailed tracking of budget and ensuring submission of accurate and on time invoicesResponsible for the profit and loss of a large complex program. Directs all phases of programs from inception through completion. Responsible for serving multiple customers requiring developing and managing plans across several subcontractors. Responsible for overseeing a program contained at one primary geographic location however covering remote locations and multiple business functions and employees directly assigned to program. Responsible for the cost, schedule and technical performance of company programs. Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance.Develops new business or expands services with the customer. Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications. Directs the work of employees including management level assigned to the program from technical, manufacturing and administrative areas.Other duties may be assigned, as necessary. Qualifications Minimum Qualifications: Computers: Effectively uses project management and reporting tools such as Microsoft Office, Project, Power Point Experience: Former military 05/06 with at least 3-years experience leading and managing Department of Defense (DoD) funded programs in excess of $40M. Program Office experience planning and executing manned and unmanned aerial intelligence, surveillance, and reconnaissance (ISR) contracts in support of global operations. A strong ability to build and maintain relationships with teaming partners and internal functional division leads to align objectives, resources and expectations. Must have a solid understanding of DoD, Intelligence Community, and International operations. Must have experience briefing general officers, diplomats, and executives of US and host nation governmental agencies and organizations. Minimum Qualifications:
• Defense Acquisition Work Force Improvement Act Level III Program Management Certification or a PMP Certificate;
• Extensive experience with ground and or aviation operations within the United States Special Operations Command or one of its Component Commands;
• Extensive knowledge of the Defense Federal Acquisition Regulation;
• Superb organizational skills;
• Expert Briefer and facilitator of information in a large complex organization;
• Honorable Discharge if former service member.Preferred Qualifications:
• Experience in Pacific Command (PACOM) or Special Operations Pacific Command (SOCPAC) areas of operations;
• Experience interfacing with senior leadership and directing complex initiatives in a government contract environment;
• Rated US fixed/rotary wing aviator;
• Preferred: Master's degree in Business Administration Education:Must have Bachelor's degree or equivalent plus 7 years relevant experience; OR Master's degree plus 6 years relevant experience. An additional 4 years of specific job experience with a HS diploma may be substituted for the Bachelor’s degree requirement for this job. This experience is in addition to the relevant years of experience listed with the job’s education requirements.
