An exciting opportunity has arisen for an experienced and forward-thinking professional to lead a Building Control service within a large and ambitious London local authority. This senior leadership role will provide strategic direction, operational leadership and professional expertise to ensure the delivery of a high-performing, modern Building Control service.
You will play a pivotal role in ensuring compliance with building regulations and safety legislation while supporting the council’s wider ambitions around resident safety, sustainability and high-quality development.
The RoleAs Head of Service – Building Control, you will lead the service responsible for enforcing building regulations and ensuring safe, sustainable and compliant development across the borough.
You will provide strong leadership to a team of professional surveyors and specialists, ensuring the service delivers high-quality outcomes for residents, businesses and developers while operating efficiently and commercially.
The role also involves working closely with senior leadership, elected members, regulatory partners and industry stakeholders to shape policy, improve service delivery and respond to the evolving regulatory landscape following the Building Safety reforms.
Key Responsibilities- Provide strategic leadership and management of the Building Control service, ensuring high performance and regulatory compliance.
- Lead the delivery of statutory duties under Building Regulations and the Building Safety Act.
- Act as the council’s senior professional authority on structural and fire safety matters.
- Ensure effective management of dangerous structures, including a 24/7 response capability.
- Oversee the collection of the Building Safety Levy and act as the Appointing Officer under the Party Wall Act.
- Lead and manage a team of Building Control professionals, including recruitment, performance management and professional development.
- Provide expert advice on structural safety, fire safety and building regulations in relation to development proposals.
- Work collaboratively with planning, enforcement, highways and environmental health teams to ensure a coordinated regulatory approach.
- Represent the service in meetings with senior stakeholders, industry partners and regulatory bodies.
- Lead service improvements, drive innovation and digital transformation, and ensure value for money.
- Manage the Building Control budget and service performance, ensuring income generation and commercial awareness.
- Contribute to wider corporate priorities, sustainability goals and emergency response planning.
About YouWe are seeking an experienced Building Control professional with strong leadership skills and a deep understanding of building safety and regulatory frameworks.
You will bring:
- Significant senior experience within Building Control or a related regulatory environment
- Strong knowledge of building regulations, structural safety and fire safety requirements
- Experience managing complex regulatory services and professional teams
- The ability to lead high-performing services and drive continuous improvement
- Excellent stakeholder management skills and the confidence to engage with developers, elected members and regulatory bodies
- Strong commercial awareness and experience managing budgets and service performance
Essential Requirements- Registered Building Inspector Level 3
- Manager Registration (Level 4) under the Building Safety Act
- Significant experience within Building Control leadership or senior management roles
- Strong understanding of Building Regulations, Building Safety legislation and dangerous structures procedures
