We are seeking an experienced S106 / CIL Lead Officer to manage and be accountable for the Council’s S106 / CIL payment monitoring system.
You will act as the Council’s professional lead for S106 / CIL, ensuring the effective monitoring, invoicing, collection and distribution of developer contributions, while providing expert advice to officers, Members and external stakeholders.

Location: Cunard Building, Water Street, Pier Head, Liverpool, Merseyside, L2 2BS
Key Responsibilities- Develop, implement and manage an effective S106 / CIL monitoring system
- Lead data analysis and produce reports, including recommendations to S106 Sub-Committee
- Coordinate S106 funding proposals and chair the S106 Officer Working Group
- Ensure accurate financial records, invoicing and debt recovery in liaison with Finance and Legal
- Maintain accurate databases and records, including viability assessments
- Lead the production and publication of the annual Infrastructure Funding Statement (IFS)
- Respond to S106 / CIL enquiries, including FOIs
- Input into Local Plan viability work
- Lead on full CIL implementation should it be introduced
About You- Proven experience with S106 / CIL in a local authority
- Strong understanding of planning obligations and developer contributions
- Confident working with data, finance, legal teams and elected Members
