Job Purpose
To support the Project Manager and be responsible for the delivery of programmed maintenance projects to Citizen property assets and to provide a high level of customer service to internal and external stakeholders. To undertake comprehensive surveys of our assets to collect and record data related to the current condition and future replacement needs of the building elements.
Responsibilities
- Lead and manage multiple investment projects (including leaseholder consultation) using effective project, contract and budget management. Supervise projects during the contract works phase, including any Clerk of Works employed on the project, ensuring the contractor achieves the agreed contract and quality performance measures.
- At all times and in all aspects of work ensure both internal and external customer’s requirements are defined, detailed, considered, and respected making sure that customers are always informed of issues and progress. Monitor levels of customer satisfaction on a project basis ensure any issues of dissatisfaction are addressed efficiently and report on a regular basis the contractor’s performance with customer satisfaction.
- Carry out inspections on site of materials and workmanship to verify compliance with the contract specification and that any variations are valid. Record all variations accurately and in a timely manner to ensure costs projections are updated in accordance with procedures. Work closely with suppliers to agreeing ongoing costs through regular valuation of the works and issuing of variation orders in a timely manner.
- Undertake surveys of buildings for structural defects, fire damage, disrepair and property purchase reports. Record the results of the survey, prepare and produce a detailed report outlining a schedule and specification of repair/remedial works with recommendations and budget costs.
- Prepare detailed specifications and schedules of works and produce all documentation required to undertake an effective procurement exercise in accordance with the procurement policy and financial regulations. Undertake detailed analysis of tender prices and provide a final tender report including recommendations.
- Undertake inspection of communal areas and record detailed observations primarily concerning Health and Safety issues arising from regulatory requirements for fire safety, asbestos management, electrical installations and any other relevant construction standards or Regulation. Report findings to relevant persons.
- Undertake Access Audits to communal areas and prepare detailed reports to identify compliance with DDA requirements and to recommend and specify improvements.
- Prepare and submit documentation as required to obtain Statutory Approvals including Planning and Building Regulations requirements and to ensure all required permissions and authorities are obtained.
- Plan, manage, monitor and coordinate health and safety of a project to comply with the Construction (Design & Management) Regulations 2015 where applicable. Monitor and record Health and Safety performance of the contractor and maintain accurate project information in accordance with the regulations.
- Carrying out regular site surveys to collect stock data and inform the strategic business plans.
- Assisting with periodic validation of the key assumptions including, Decent Homes compliance, element age and remaining lifecycles of key building components to ensure all information in Citizen’s Asset Management database is accurate.
- Utilising the stock condition database, identify and develop a long-term survey programme to ensure surveys are prioritised in accordance with stock investment requirements.
- Identify HHSRS hazards in existing domestic properties and to ensure Category 1 hazards are resolved promptly.
- Reporting any repairs or specialist surveys required for defects identified whilst carrying out surveys.
- Identify and report any housing tenancy, welfare, or safeguarding concerns during visits. Signpost to teams such as Anti Social Behaviour (ASB), Neighbourhood Officers, Works and Money Advisors, Occupational Therapists.
- Provide basic advice to residents on correct use of the home including simple repairs the resident may be responsible for.
- Identify and record refusals of Decent Homes component replacements and other key proposed upgrades.
To fulfil the requirements of this role you will have experience, skills, and knowledge in the following areas:
- Experience of procurement and delivery of major works programmes including contract management and budgetary control
- Experience of project management including effective stakeholder consultation and monitoring of customer satisfaction.
- Knowledge and understanding of procurement and standard forms of contracts applicable to the construction industry.
- Experience of developing specifications of work from inception and providing effective solutions to meet the customer’s requirements.
- Knowledge and understanding of the legislative frameworks applicable to the building/construction and social housing sectors for example PAS 2030 and PAS 2035
- Knowledge of construction, housing disrepair and building pathology
- Knowledge of Planning and Building Regulations
- Experience of managing Health and Safety relating to recognised hazards prevalent within buildings.
- Attainment of a recognised qualification in a building related subject
- Full UK driving licence to enable you to travel across areas where Citizen operates.
- Experience of carrying out stock condition and validation surveys
- Knowledge of repairing responsibilities and relevant law regarding landlord and tenant
- Experience of diagnosing maintenance defects within housing stock including causes and treatment of damp and mould, with the ability to specify repairs for the same.
