Reward Manager

JOB TYPE: Temporary

SALARY: £250 - £340/day

This is a temporary role for a Pay and Reward Specialist/Pay and Reward Manager for a London based regulatory body. This role is for 3 months initially while the organisation recruits to the role permanently and is paying £250 - £300 per day.

This role will report into the Head of HR Operations and will be accountable for 2 areas: Pay and Reward; and Systems Development and MI - however on a short term basis the main focus and area of expertise will be in pay and reward.

Pay and Reward responsibilities:

* Develop and lead on the implementation of the future pay strategy and plan;

* Lead the participation in the HM Treasury's Pay Bill Control Pilot, ensuring all pay controls set by HM Treasury continue to be met;

* Lead on the development of pay business cases, including the production of supporting data evidence, which will seek enhancements to our pay settlements for staff;

* Lead the delivery of the SCS and non-SCS annual pay settlements, including checking pay models, writing pay documents and pay options proposals, participating in pay negotiations and consultation exercises, and ensuring the accurate and comprehensive implementation of pay awards;

* Oversee the delivery of the annual Gender Pay Gap analysis and annual reporting; and

* Oversee the development and maintenance of all pay and reward related policies and procedures.

Systems Development responsibilities:

* Develop and manage the HR system development plan which is necessary to support the expansion. The HR system is Agresso;

* Oversee the delivery of the self-service strategy, ensuring the automation of as many people procedures as possible including self-service of annual leave and sickness absence;

* Review and improve the relevance, quality and accuracy of HR reports generated from the Agresso system;

* Oversee the delivery of any relevant training and knowledge sessions, ensuring all HR staff are competent in the use of the Agresso system;

* Review, redesign and develop the HR intranet pages, following the transfer of the existing intranet onto SharePoint. Also, develop the HR team's understanding and implementation of SharePoint to ensure the HR team are managing all HR documents in a secure, well organised and easily retrievable way;

* Lead on the HR systems workstreams, including the integration of payroll processes with the HR system; and

* Responsible for checking and approving all system changes, ensuring that technical changes are described in detail and set out the HR requirement, business benefits, project scope, options, recommended solutions, resources required for delivery, deliverables, and implementation risks.

Management Information responsibilities:

* Oversee the timely delivery of all day-to-day Management Information requests:

* External reports and returns for other government departments, including for the Office of National Statistics, Cabinet Office and HM Treasury;

* Internal dashboards and reports, including for the Board, XCo, and the Project Management Office; and

* HR Management Information, including the establishment list and HR Dashboard, to support the work of HR colleagues.

* Oversee the production of all ad hoc information requests, including MPs questions, Data Protection Act requests and Freedom of Information Act requests.

* Responsible for implementation and monitoring of the GDPR Regulations across the HR team.

The ideal Pay and Reward Manager will have:

* Previous relevant experience of delivering a quality HR Operations service in a high volume, fast paced environment, preferably in a professional services, Civil Service or other public sector organisation;

* Previous relevant experience of working in a role that has incorporated an element of HR systems development (either developing technical scope or delivering technical aspects);

* Previous relevant experience of developing and delivering meaningful and accurate Management Information in accordance with agreed deadlines;

* Previous relevant experience of developing and delivering pay activities, such as writing pay business cases, developing pay propositions, participating in trade union negotiations and/or delivery of annual pay settlements;

* Excellent stakeholder management and relationship building experience and skills, personal resilience and the ability to lead and provide services in an agile way;

* Excellent IT skills, including Outlook, MS Word, MS Excel and MS PowerPoint. Experience of using Agresso and SharePoint would be a significant advantage; and

* Strong written communication skills, generating committee papers to a high standard. Excellent oral communication skills, presenting and communicating information to stakeholders and HR colleagues in a clear and confident way.
