Interim Director of Housing Property Services

Location: South West

Contract: 6 months

Day Rate: £850 (inside IR35)

Working Pattern: 3 days on site, 1-2 days remote

Spencer Clarke Group are seeking a highly experienced and hands-on leader to take on the role of Interim Director of Housing Property Services, providing strategic and operational leadership across compliance, building safety, responsive repairs, planned investment and assurance. You will drive performance, value for money and continuous improvement while guiding the service through a period of change.

Key Responsibilities

  • Strategic leadership of Housing Property Services, covering compliance, safety, responsive repairs, planned/cyclical investment and capital delivery.

  • Lead on service restructuring, repair and maintenance strategy, and asset management planning.

  • Develop and deliver a robust assurance and governance framework for building and fire safety, statutory compliance and risk management.

  • Implement service improvements that are customer-focused and data-led.

  • Oversee budget planning and management for significant revenue and capital programmes, ensuring efficiency and value for money.

  • Manage supply chains, contractors and professional teams-setting clear expectations and monitoring performance.

  • Produce high-quality reports and business cases for senior leadership and members.

  • Foster a strong health & safety culture and maintain readiness for regulatory inspection.

Requirements

  • Degree or professional qualification in a relevant discipline.

  • Proven senior leadership experience in housing property services, including restructuring, repair & maintenance, and asset strategy.

  • Strong background in managing large-scale budgets and high-value programmes.

  • Demonstrable track record of leading diverse teams and managing contractors to meet KPIs.

  • Expert knowledge of housing compliance, building safety and disrepair.

  • Skilled in service transformation, performance improvement and change management.

  • Excellent communication, negotiation and stakeholder engagement skills.

  • Confident producing and presenting board-level reports.
