Key Responsibilities

· Lead the Technical, Controls and Assurance teams to support the business in achieving its strategic objectives.

· Develop and run an annual control monitoring programme to ensure the ongoing adherence and effectiveness of 1st line controls across the COO remit to mitigate the risk that B &CE and its members will be subject to financial losses through operational errors.

· Monitor key systems to ensure they continue to work as anticipated

· Develop and oversee the provision of a quality assurance framework for internal (customer services) teams and external (OSHP's) teams, ensuring consistency and collaboration between sampling and checking.

· Ensure a comprehensive dashboard is managed that will ensure that statutory and critical operational processes are operating as expected include the issuing of key customer documentation. This dashboard should be updated as new assurance and risk controls are identified by the team.

· Ensure compliance and internal audit recommendations are reviewed and where appropriate implemented and work with customer service areas on actions, activities and key messages to reduce breaches.

· Reviewing operational systems to ensure that suitable access controls are in place and are operational including the mitigation of toxic combinations.

· Ensure the critical and key operational process processes are effective and are being managed e.g. excessive earmarking, Contribution monitoring, duplicate records, gross/net, life-styling, EAC/ELC arrears, Application of Relief At Source procedures and controls etc

· Manage the TPR late payment reporting process and associated regulation submissions

· Ensure the TPR's guidance on Employer contribution arrears and compliance to contribution levels is maintained and reporting and escalation procedures are implemented. Liaison, communication and teamwork with compliance department to ensure operational business functions adhere to regulatory requirements and legislation

· Provide a complete technical advice service to the operational areas on product, systems and legislations.

· Work closely with Risk and Compliance so that we meet appropriate regulatory measures and manage business risks.

· Collate, analyse and present data in relation to process, quality standards and competency levels of your operational teams

· Own the knowledgebase system ensuring suitable content and drive its use across the organisation.

· Liaise with the Compliance Teams for the production of user guides, technical updates and guidance notes on an ad hoc basis and on legislation change.

· Maintain a detailed and recorded knowledge of legislative and regulatory requirements

· Produce monthly reports for rucno on key area findings and operational breaches

· Adhere to Company Risk Management policy and procedures, including reporting of incidents or breaches.

· Develop and manage anti fraud measures including preventative controls, monitoring, investigations and responses

· Role out training to operation in response to finding from the areas work.

· Apply and promote treat customers fairly (TCF) culture and principles, together with the organisation's behaviours and values.

· Good grounding of regulatory, business, and commercial experience

· Team management

· Previous operational controls experience at a manager level

· Ability to produce, analyse and interpret reports that demonstrate compliance and successful risk mitigation

· Proven ability to manage staff, teams and finances

· Proven track record in operational or assurance roles, ideally within the financial services industry

· Strong negotiation and influencing skills to be deployed at all levels of the organisation

· Knowledge of regulatory requirements and risks in the wider financial services arena

· Self-motivated, disciplined, and organised

· Proven ability to convey complex or financial information simply and clearly to a range of stakeholders


· Experience of digitising services

· Experience in developing and managing teams

· Strong network of contacts and ability to bring external knowledge and thinking into the organisation
