About Our Client

Our client, is a leading independent civil engineering contractor specialising in high-voltage (HV) infrastructure for the energy and utilities sector. Headquartered in Newport, South Wales, they deliver projects nationally, including HV cable ducting up to 400 kV, substation civil works, battery storage installations, and grid infrastructure for solar farms and renewable energy developments.

An ISO-accredited business (ISO 9001, 14001, 45001), they are growing rapidly and committed to high standards of health, safety, and environmental performance.

Role Overview

We are seeking an experienced Health, Safety & Environmental (HSE) Manager to lead site safety across a diverse portfolio of infrastructure and energy projects. This is a hands-on role, working closely with directors, project managers, and site teams to ensure full compliance with industry regulations and support a proactive HSEQ culture.

Key Responsibilities

Develop, maintain, and implement robust HSE management systems in line with ISO 45001 and CDM 2015.
Carry out site inspections, internal audits, and incident investigations; ensure closeout of actions.
Lead site-based HSE briefings, inductions, and toolbox talks across civil and HV energy environments.
Oversee contractor and subcontractor compliance with health, safety, and environmental standards.
Maintain the training matrix and ensure qualifications and competencies are up to date.
Prepare internal and external reports on safety performance for directors and key clients.
Provide expert HSE input during planning and construction phases of HV, battery storage, and solar-related works.

Candidate Requirements

Essential:

NEBOSH General or Construction Certificate
3+ years in an HSE role within construction, civils, utilities, or energy infrastructure
Strong working knowledge of CDM 2015 and ISO 45001
Comfortable working on live sites (substations, excavation, HV environments)
Full UK driving licence (travel is a regular part of the role)Desirable:

NEBOSH Diploma or equivalent
SMSTS or TWC (Temporary Works Coordinator)
Experience in solar farm, BESS, or HV civils sectors
Internal or lead auditor qualification (ISO 45001/14001)
