Job Description

To qualify for this position, you must be a California licensed Professional Engineer (P.E.)

The Civil Engineer Unit Manager is primarily responsible for managing all aspects of assigned civil projects including Control, Organization, Planning and Communication within the company, outside consultants, jurisdictional agencies, and client representatives insuring the efficient, cost effective completion of these project elements:

  • Conceptual and Preliminary Site Plan development;
  • Determination of Civil / Stormwater design requirements;
  • Entitlement design submittals;
  • Design coordination of outside design consultants (civil, survey, and landscape);
  • Construction document development;
  • Development of WQMP, SWPPP, NOI plans and applications; and
  • Bid and construction support by performing the following duties..


Core duties and responsibilities include the following. Other duties may be assigned.

Quality Assurance:

  • Ensures that all deliverables issued by the company are complete, accurate and comply with customer’s standards, specifications, and applicable codes.
  • Verifies drawings have been checked and signed off by designated personnel.
  • Approves all drawing packages, exhibits and documents assembled.

Scheduling: Coordinates civil design personnel and consultants to insure all assigned project timelines are met.

Budgeting and Financial Controls:

  • Monitors civil design budgets to ensure that budgeted hours are not exceeded.
  • Ensures timely, accurate design services proposals and change order submittals are prepared and submitted to the project manager prior to commencing work on the additional services.
  • Maintains cost and budget controls for each assigned civil design element through systematic management of cost drivers.
  • Conducts timely review of employee time cards and consultant invoicing, insuring prompt and accurate processing of all financial documentation.

Consultant Supervision: Manages outside consultants’ activities and deliverables as required to insure accurate, cost effective completion of all assigned tasks. Consultant activities include, but are not limited to, Civil, land surveys, and landscape architect services.


  • Provides accurate and timely data input for your assigned projects.
  • Ensures that all scheduled Project deliverables (status reports, meeting reports, site specific reports, conceptual and preliminary plans, drawings, etc.) are issued on schedule to all appropriate client and team members.

Project Management:

  • Understands and applies all relevant client design standards and procedures thoroughly.
  • Provides cost estimates, proposals, schedules and timelines and related deliverables as requested by project manager and client.
  • Provides technical advice and counsel to clients, assisting them in achieving accurate understanding of project issues.
  • Provides accurate and timely data input for assigned projects.
  • Ensures that all scheduled Project deliverables (status reports, meeting reports, site specific reports, conceptual and preliminary plans, drawings, etc.) are issued on schedule to all appropriate client and team members.

Public Representation: Represents the company and its clients by attending meetings with local municipalities as required. Responsibilities include quality and timeliness of all related exhibits and negotiations on behalf of its clients’ interests, and successful acquisition of all project permit approvals.

Civil Unit Organization:

  • Organizes the Civil Unit Team and assign individual project responsibilities in a manner that maximizes the talents and work habits of the team members.
  • Provides direction and coordination for all civil design activities of team members and outside consultants.
  • Provides meaningful feedback on each team member's performance through periodic performance appraisals.

Technical Expertise: Has solid technical expertise and competency, and be directly involved in the technical aspects of each assigned project.

ACCOUNTABILITY: Fully responsible for all Civil Unit personnel and consultant design activities, as well as the accuracy, cost controls, budget, reporting, and timeliness of all assigned projects and related client management.

SUPERVISORY RESPONSIBILITIES: Directly supervises 4 to 7 non-supervisory employees. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Also, manages outside consultants (civil, survey, and landscape) and is responsible for the overall direction, coordination, and evaluation of consultant activity.

Education and/or Experience - Master's degree (M.A.) or equivalent; or four to ten years related experience and/or training; or equivalent combination of education and experience.

Licensed Professional Civil Engineer in California - Required

Computer Skills
To perform this job successfully, an individual should have advanced knowledge of: MS Office Suite (Outlook, Excel, Word, and PowerPoint), Project Management Software and Internet Research. To perform this job successfully, an individual should have expert knowledge of: AutoCAD Civil 3-D Software and Design Software relevant to job functions
