Interim Director of Resources

The vacancy has come about through a retirement for the Director of Resources role.

Client based in Derbyshire and are looking for someone work on a hybrid bases, 3 days/week in office.

You would be responsible for Finance, Exchequer, Revenues, Benefits and HR services. Local Authority experience is essential.

Roles and Responsibilities

To act as Council's Head of Paid Service or the Deputy Head of Paid Service in accordance with the Council's Constitution in alternate calendar years with the other Executive Director, inspiring, motivating and developing the Council's workforce so they have a real sense of ownership of the Council's values, vision and objectives and are encouraged to perform to the highest level and make best use of their talents.
To act as the Council's CFO in accordance with Section 151 of the Local Government Act 1972. The CIPFA (Chartered Institute of Public Finance and Accountancy), identifies five key roles that are critical to the achievement of a of a CFO's statutory responsibilities:-
upholding strong financial management underpinned by effective financial controls;
contributing to corporate leadership and management;
advising and supporting democratically elected representatives;
advising and supporting officers in their operational roles; and
leading and managing an effective and responsive financial service

To establish strong and effective working relationships with the Leader of the Council, Members of the Executive, political groups and Councillors to ensure effective governance of the Council and the probity and integrity of decision making.
To lead, with the other Executive Director, the Council's Management Team and ensure the development and delivery of efficient, effective and responsive services in accordance with the Council's policies and priorities.
To lead on the management of budgets across the Council and ensure the delivery of the medium term financial plan, realising cost savings, efficiencies and targets .
To oversee a performance management framework for the Council and also the design and implementation of improvement projects.
To develop and sustain effective and productive partnerships with other local authorities, central government, local businesses, voluntary and public sector organisations, etc., to achieve the Council's objectives.
To ensure the appropriate utilisation of key resources such as staff, budgets and physical assets in order to deliver priorities across services
To take every practicable opportunity to use information and communication technology (ICT) to improve service delivery and efficiency
To ensure procurement is delivered in accordance with contractual and financial regulations
To monitor the internal audit plan and act as the lead officer on the Central Midlands Audit Partnership who provide the Council's internal audit service
To manage the relationship with the Council's external audit partner
To manage and develop the Council's risk management processes
To manage the workload of the Governance & Audit Board
To attend daytime and evening meetings of the Council, Cabinet, Boards, Committees and Sub-Committees as required and as necessary to fulfil the role.
To represent the Council at external meetings as required.
To lead on specific corporate projects which will change over time, including internal and external working groups.

They are looking for a start in March/ April time, interviews taking place in February, day rate negotiable DoE.
