Are you passionate about improving housing outcomes and influencing meaningful change across your community? We are seeking a motivated Housing policy and procurement officer on temp basis to join the Housing service for a local authority and support the delivery of a wide range of strategic housing projects across the Borough.

About the Role

You will play a key role in supporting the design, commissioning, and delivery of accommodation solutions and wider housing initiatives. Working closely with senior colleagues, you will contribute to projects involving temporary accommodation, homelessness prevention, traveller site development, and the improvement of social housing supply.

Your work will directly support some of the most vulnerable residents in the Borough, ensuring services are effective, legally compliant, and aligned with local priorities.

Key Responsibilities

In this role, you will:

  • Assist with the research, commissioning, and design of accommodation solutions including traveller sites, modular housing, temporary accommodation, hostel provision, safe accommodation for those fleeing domestic abuse, and services for rough sleepers.
  • Contribute to the development of local housing policies, strategies, operational procedures, and service improvements.
  • Support the Housing Strategy Procurement & Inclusion Manager and Senior Housing Strategy Officers across a diverse portfolio of projects.
  • Apply up-to-date knowledge of social housing legislation and policy in practical project work.
  • Assist with commissioning and procurement activity relating to housing-related services.
  • Provide support with IT and data management projects within the Housing service.
  • Liaise with internal teams, external partners, housing associations, and government bodies.
  • Attend meetings, visits, and inspections, including occasional evening commitments.

About You

To succeed in this position, you will bring:

Essential Experience & Knowledge

  • Experience of social housing project work, particularly in areas such as procedures, allocations, homelessness policy, or commissioning.
  • Good knowledge of local authority housing responsibilities and the ability to carry out detailed and focused work.
  • Some broader knowledge of the social housing sector, beyond one or two operational areas.
  • The ability to work with initiative, take ownership of tasks, and contribute constructively to project delivery.

General Skills & Attributes

  • A-Level / NVQ Level 3 or equivalent experience.
  • Experience working in a local authority, registered provider, consultancy, government agency, or housing charity.
  • Strong understanding of the social housing environment and local authority duties around homelessness.
  • Excellent communication skills across various formats and audiences.
  • Ability to work effectively under pressure and remain committed to high-quality results.

Desirable

  • Knowledge of social housing development or planning processes.
  • Understanding of IT and data issues in the public sector.
  • Professional qualification or CIH membership.
