Description of Department: Facilities Services has 300 employees who are responsible for 3.5 million square feet of building space and approximately 700 acres of land. The mission of Facilities Services is to operate, maintain and renew campus facilities to support the mission of the campus, using quality materials and workmanship to ensure a safe, reliable, attractive and efficient physical environment. The offices within Facilities Services includes: the AVP; Environmental Health & Safety; Major Projects; and Maintenance & Operations.

The Facilities Services Department at the State University of New York at Oswego invites applications to fill a full time Information Technology Analyst.

Date of Appointment: As Soon As Possible

Description of Responsibilities:

+ Provide end-to-end project management including detailed project plans to track progress and measure project performance using appropriate systems, tools and techniques

+ Create and maintain comprehensive project documentations including detailed software documentation

+ Develop project scopes and objectives, involving all relevant stakeholders an ensuring technical feasibility

+ Establish and promote design guidelines, best practices and standards

+ Coordinate between internal resources; establish and maintain relationships with third parties/vendors

+ Execute full software development life cycle (SCLC)

+ Gather and validate software requirements from stakeholders

+ Designs, build, test and integrate software/middleware components into a functional software system

+ Install, configure and maintain needed hardware, software and peripheral equipment while addressing performance, accessibility and compatibility issues

+ Deliver project expectations with little supervision

+ Coordinate and ink the computer systems within the organization to increase compatibility and so information can be shared

+ Consult with management to ensure agreement on system principles

+ Assist with training less experienced staff

+ Publish report that identify progress made towards implementing monitoring by application and by environment

Job Requirements:

Required Qualifications:

+ Bachelor's degree in computer science or related degree at time of application

+ Excellent technical writing skills and the ability to communicate technical specifications with stakeholders in a non-technical way

+ Solid organizational skills including attention to detail and multi-tasking skills

+ Proven experience as a project administrator in the information technology sector

+ Experience working with relational database systems, Object Orientated Programming and web application development; working understanding of APIs

+ Experience with at least one of the following programming languages: PHP, ASP.NET, JavaScript or Ruby on Rails; in-depth knowledge of modern HTML/CSS

+ Familiarity with database management software systems including Microsoft SQL Server and Oracle

+ Aggressive problem diagnosis and creative problem solving skills

Preferred Qualifications:

+ Experience with CMMS, work order and support ticket systems

+ Mobile web applications development

+ Experience with risk and change management

+ Working knowledge of the latest computer security trends including role based access control

+ Basic knowledge of data warehousing concepts with experience extracting and cleaning date from multiple heterogeneous sources as well as thorough data analysis
