Job Description

Seeking a Temp to Perm  HR Generalist


Location: Brooklyn NY


Pay Rate: $28 to $30phr / Perm Salary : 55 to 60k 


Experience with the following:


1.  Recruitment

  • Conduct heavy recruitment efforts for all exempt and nonexempt employees & interns. Create and post all job & intern descriptions; screen resumes, develop timeline/ plan for interviews, screen resumes, conduct candidate research, check references, communicate with candidates and maintain all recruitment records

  • Serve as a resource to hiring managers regarding recruitment process, serve as resource for title and salary decisions for new hires, review /edit job descriptions as needed

  • 2. Onboarding and Off-boarding

  • Administer onboarding process for all new employees, including issuance of offer letter, employment paperwork, entry into time and attendance and payroll system, and initiation of benefits enrollment

  • Oversee, conduct and monitor the required background clearance checks for all staff, interns, and volunteers and mentors. This includes but not limited to SEL checks, Sex Offender, Statewide Central Registry (SCR) and fingerprinting

  • Provide orientation to all new employees regarding benefits and NEO systems

  • Communicate with the President, Office Manager, IT Manager and other relevant staff on pre-arrival logistics for new staff (workspace, email accounts, ID Cards etc.)

  • Coordinate with the relevant departmental heads to ensure that departing staff return equipment and materials

  • Ensure that departing employees are fully processed out, including termination from payroll systems, final pay check, receipt of COBRA notification, etc.

  • When necessary, conduct exit interviews for departing staff

    3. Compensation and Payroll

  • Serve as primary point of contact for employees with regard to changes in salary, employment status, deductions etc.

  • Process semi- monthly payroll including; adding new employees to PaychexFlex, processing and submission of timesheets for review by the President and uploading payroll journal for processing by the vendor.

  • Prepare required reports using Paychex Flex for regulatory reporting

  • 4. Policies, Procedures and Compliance

  • Ensure compliance with federal and state statutes and laws, including but not limited to FMLA, ADA, OSHA, and Sexual Harassment

  • Provide orientation to all new employees regarding applicable benefits and CPNYC systems

  • Maintain all HR paperwork and employee records. Ensure all personnel files are up-to-date according to our permits held by NYC Department of Health & Mental Hygiene and NY State Office of Mental Health

  • Revise the Employee Handbook in collaboration with the President, as needed

  • Create and maintains all new HR policies and procedures

  • Establish and maintain department records and reports. Participate in administrative staff meetings and attends other meetings, as necessary

  • Serve as a link between management and employees by handling questions, interpreting and administering policy and ensuring employee compliance with all policies and procedures


    5. Benefits Administration

  • In collaboration with external benefits administration partners, oversees all health benefits functions – enrollment, terminations, policy changes, and COBRA

  • Perform benefits administration to include claims resolution, change reporting and approving invoices for payment

  • Serve as primary HR liaison to insurance brokers regarding plan negotiations and renewals

  • Handle open enrollment periods for each benefit plan and facilitates educational meetings with staff and benefit providers

  • Consult with employees around all leaves of absences, including but not limited to Disability, FMLA and PFL

  • Track and prepares reports of all employee PTO and sick leave

  • In conjunction with Executive Director/President, regularly evaluates full package of benefits to ensure that it is competitive and appropriate for the organization


    6. Employee Engagement

  • Serve as primary contact for employees regarding paychecks, benefit changes and insurance claims.
