Head of Planned Works

Location: East London, Hybrid

Day Rate: TBC

Contract: 6-months minimum

Spencer Clarke Group are supporting a Local Authority in the search for an experienced Head of Planned Works to lead the delivery of a high-profile planned maintenance and capital works programme.

This is a senior interim opportunity for someone who can combine strategic oversight with strong operational control, ensuring planned works are delivered safely, efficiently, on budget, and with a clear focus on resident outcomes.

Responsibilities

• Leading planned maintenance and capital investment programmes

• Overseeing delivery quality, performance, compliance, and value for money

• Managing contractors, internal teams, and key delivery partners

• Driving service improvement, innovation, and sustainability across the function

• Monitoring budgets, programme performance, and risk

• Ensuring works are delivered to a high professional standard and with a strong customer focus

About You

• Proven leadership experience in planned works, capital delivery, or housing asset management

• Strong background in social housing, local authority, or wider public sector property services

• Able to manage budgets, performance frameworks, and contractor relationships

• Comfortable operating at both strategic and operational level

• Committed to service improvement, compliance, and resident-focused delivery
