Newham Council is seeking a Housing Services Performance Officer to join their team on an initial 3‑month contract, supporting key projects across performance reporting, risk management, sector analysis, and service improvement.

🔎 Role Responsibilities

As a Housing Performance Officer, you will:

Maintain up‑to‑date knowledge of housing legislation, government guidance, and sector best practice to inform reporting and analysis.
Develop and maintain a comprehensive Housing KPIs glossary, working closely with IT teams to ensure KPIs are accurately reported.
Produce high‑quality commentary and analysis for directorate performance reports and regulatory submissions.
Support the development of the Housing Service Plan and maintain the Housing Risk Register through research, policy review, and monitoring sector developments.
Assist in procuring and overseeing tenant and leaseholder perception surveys and support ongoing contract management.
Collaborate with colleagues to design and implement service improvements, particularly those relating to information systems and productivity tools.
Support service and case reviews across Housing Services to drive service excellence.

🧠 Skills & Abilities Required

Strong numeracy skills (percentages, averages, ratios).
Confident user of Word, Excel, Outlook, databases, and IT tools.
Able to collate data from diverse sources and present it clearly.
Skilled in documenting process flows and developing supporting procedures.
Excellent workload management and ability to meet deadlines.
Ability to produce professional reports, briefings, and presentations.
Good understanding of project management principles.
Able to analyse service costs, performance data, and operational processes.
Experience planning work for a team or service.

💼 Experience Needed

Proven experience writing reports on service performance within a local authority or social housing environment.

Experience of writing reports on service performance and/or issues in a local authority and/or social housing setting
Background in policy or strategy development within housing or a related field.
Experience running workshops with staff and/or service users.
Experience working with IT teams to enhance processes or systems.
Experience managing projects or contributing to project delivery.
