JOB TITLE: Regional Recruiter / Site Manager


DEPT: Safety and Recruiting/ Recruiting


FLSA Status: Exempt


JOB SUMMARY This position has a dual role, and is expected to identify, screen, qualify and hire Rush Company Truck Drivers and to develop contracts with Independent Owner Operators in the quantities and in the locations needed to support Rush existing and expansion customers, as well as coordinate drivers, equipment, facilities and documentation to facilitate operations on site.  Position will be based in Louisville,Kentucky or Cincinnati, OH general area.


REPORTING RELATIONSHIPS Reports to Recruiting Manager




  1. Models Safety First is Safety Always by thoroughly understanding and applying safety rules and practices, by responding effectively to safety-related incidents and by promoting safety in others.

  2. Communicates primacy of safety practices and protocols to all prospective drivers and uses discretion and judgment to determine if potential hires possess the commitment to the culture of safety first-safety always.


  3. Understands and integrates personal goals and objectives with the goals and objectives of peers, other departments, the company and customers

  4. Effectively informs and involves others on issues/actions with mutual impact; is accountable for follow through and communication to others.

  5. Works with Operations and other Safety employees to obtain full understanding of specific lane requirements, customer requirements and potential issues so that driver recruitment focuses on finding the right driver for the right lane.

  6. Works with team members to assure Recruiting department meets weekly/monthly/quarterly and project specific hire goals.

  7. Effectively informs and involves others on issues/actions with mutual impact; is accountable for follow through and communication to others.


  8. Provides complete, accurate responses, disclosures and reports.

  9. Verifies facts, defuses rumor and hearsay and investigates issues to determine root cause.

  10. Accepts accountability for consequences of own actions, statements or omissions.

  11. Uses work time effectively; plans and completes tasks and special assignments on schedule, performs assigned tasks with little or minimal prompting or reminders.

  12. Is reliable as to time and attendance.


  13. Understands the scope and expectations of the job; demonstrates the knowledge and skill necessary to meet expected outcomes.

  14. Completes duties and assignments timely, thoroughly and accurately, proofs/edits own work to ensure error free execution.

  15. Obtains and reviews completed applications to determine driver qualifications.

  16. Runs and reviews reports to evaluate candidate suitability, e.g., MVR, Dac, PSP, DLIS.

  17. Applies company guidelines to approve candidates for job offer.

  18. Submits recommended candidate files, with backup, to safety for review and final hire approval.

  19. Coordinates pre-employment drug test and DOT physical for approved candidates.

  20. Develop multi-media approach to driver outreach attending trade events, job fairs, using traditional ad campaigns, specialty and broad base internet sites and other means to identify Drivers suitable for employment by Rush.

  21. Gathers proofs and ensures completion and accuracy of new hire packets for HR.

  22. Schedules new hire orientation, works with HR and other departments to ensure new hires have travel and lodging accommodations for orientation as needed.

  23. Turns new hired drivers over to operations for first dispatch.

  24. Coordinates questions from drivers on Rush policies, benefits and working practices.

  25. Participates in special Recruiting events and projects as assigned.

  26. Stays current on Training assignments, applies training appropriately.

  27. Seeks solutions to unexpected problems, acts promptly and decisively; uses job and industry knowledge and experience to make practical decisions about course of action.

  28. Uses recruitment process pro-actively to support company safety and efficiency initiatives, including e-logs, communication via QUALCOMM

  29. Identify current and future trends/patterns impacting area of responsibility.

  30. Manage costs by analyzing expenditures, seeking more cost effective alternatives and taking corrective action where necessary.

  31. Develop and maintain customer/business relationship as appropriate.

  32. Ensure objectives are communicated and understood by facility staff and drivers.

  33. Monitor results against objectives and take appropriate action as necessary to ensure facility meets or exceeds KPIs.

  34. Manage, develop and coach direct reports and provide them with developmental opportunities.

  35. Ensure compliance with applicable Federal, State and local laws and DOT regulations.


  36. Is uniformly courteous and respectful to drivers, co-workers, customers, vendors and the public. Responds professionally to non-professional communications of others. Resolves conflict, work issues and personal work related concerns in a manner that strengthens the team. Strives for consensus and mutual understanding.

  • *minimum of 1 year transportation industry experience as a driver recruiter or operations supervisor, with strong computer (Word & Excel) skills and the ability to communicate effectively.

  • *minimum of 3 years of operations experience in trucking industry, full truck load, automotive highly desired.
  • Organizational skills.
  • Strong communication skills needed to work with internal/external customers in addition to the terminal's owner operators.
  • Analytical skills required to improve and reduce operational cost.
  • Strong problem solving skills needed to handle challenges under pressure.
  • P.C. skills (Word, Excel, PowerPoint, and Outlook)


  • Knowledge of maintenance & repair procedures a plus
  • 3 or more years’ experience recruiting owner operators and company drivers for Long haul and shuttle operations.



Position is Office-based but may require up to 25% travel, including overnight travel. Must be able to sit for extended periods, use standard business communication tools effectively and be have sufficient English language skills to be able to communicate effectively verbally (including over the phone) and in writing.
