Construction Delivery Lead & Assistant Director

Department: Property Services

Location: London (Central London or Sidcup base + travel across London)

Salary: £760 per day Umbrella

Organisation: MOPAC / Metropolitan Police Service

Help shape the future of the Met estate and play a pivotal role in delivering one of London’s most significant public sector property programmes.

ABOUT THE ROLE

We are looking for an experienced Construction Delivery Lead & Assistant Director to take ownership of a diverse portfolio of capital investment and development projects across the MOPAC/Met estate. This role is central to delivering the Estate Transformation Strategy and supporting the One Met Model.

You will lead multi-disciplinary internal teams and external consultants/contractors across a sizeable and complex portfolio—ensuring projects are delivered safely, on time, to budget and in line with Met operational needs.

This is a senior leadership role suited to someone who thrives in a fast-paced, political, public sector environment, with strong strategic, commercial and delivery skills.

WHAR YOU'LL BE DOING

  • Lead and inspire multi-disciplinary teams delivering a broad portfolio of construction and property projects.
  • Manage programmes, risks, costs, budgets, change control and procurement routes across multiple workstreams.
  • Provide expert challenge to supplier estimates, proposals and cost plans to ensure value for money.
  • Work closely with internal stakeholders (engagement, implementation, estates, FM and user groups) to ensure projects meet operational requirements.
  • Ensure compliance with statutory, legislative, Met/MOPAC standards, including H&S and emerging BIM/BEMS requirements.
  • Drive collaborative working across the supply chain and contribute to continuous improvement and design standards.
  • Oversee business cases, feasibility studies and commercial recommendations.
  • Set strategic priorities across your portfolio, triaging issues and guiding the team effectively.
  • Contribute to capital and revenue budget planning and cost management.
  • Provide line management, performance oversight and professional development for project managers and delivery staff.

WHAT WE ARE LOOKING FOR

Public sector background (ideal)

Experience delivering projects in complex, political or highly regulated environments.

Strong project & programme management experience

Ideally across property, estates, construction or multi-site portfolios.

Cross-portfolio leadership

Confidence managing multiple projects simultaneously — not just single-project delivery.

Excellent leadership & team management skills

A proven ability to motivate and guide project managers and suppliers.

Strategic thinking & prioritisation

Able to triage issues, manage competing demands and provide clear direction.

Solid financial acumen

Experience managing budgets, cost reporting, forecasting and value-for-money assessments.

Health & Safety knowledge

Understanding of statutory compliance and ensuring safe delivery on construction projects.

Relevant professional qualification

RICS, CIOB or RIBA is essential.

ABOUT YOU

We’re seeking someone who is:

  • Energetic, resilient and committed to improving the performance of the Met estate
  • A collaborative leader who builds strong relationships internally and with suppliers
  • Confident influencing senior stakeholders at executive level
  • Skilled at navigating political environments with tact and sensitivity
  • Focused on driving quality, sustainability, value and smarter ways of working
  • Ready to take ownership of complex programmes with significant impact

SPECIAL REQUIREMENT

This role requires successful completion of security vetting prior to starting.
